About The Position

The Executive Director of Workforce Operations provides leadership for workforce initiatives that support business and industry partnerships to advance the development of college-ready programs. Assists with the development of vision, strategy, short and long-range goals, and the operating requirements to ensure workforce programs, career technical education and workforce initiatives meet the changing needs of our students, community and businesses. Develops apprenticeships, internships and other workplace-based experience programs in support of students and local industry. Manages day to day departmental operations including staff management, budget, and data collection and analysis. Compensation for the Executive Director- Workforce Operations is $79,664.00- $94,598.40 annually. For submitting a complete application, please include a resume and cover letter.

Requirements

  • Master's degree in a related field.
  • Three years administrative experience, formal training, internship, or leadership in a related field.
  • Demonstrated ability to create workforce development programs that have produced positive outcomes.
  • Extensive knowledge of current workforce development issues at the regional, state, and national levels, such as developing apprenticeship initiatives and regional workforce selections.
  • Experience with software including Microsoft Office and workforce/economic development data systems.
  • Ability to identify and engage key strategic external partners, individual and institutional, for the purposes of building effective collaborative initiatives to deliver programs, curriculum for industry partnerships with the ability to pull together many different constituencies, from both the public and private sectors.
  • Previous departmental management experience.
  • Must possess excellent communicate skills including oral (the ability to deliver public presentations). written and graphic form to individuals with varying backgrounds.
  • Must have the ability to manage multiple tasks and deadlines.

  • Considerable knowledge of current and projected job market trends, educational and training needs of business, industry and government in the Peoria area MSA and of best practices in the provision of workforce development, economic development and training in community colleges in both credit and non-credit options.

Responsibilities

  • Liaise with Vice President of Workforce Development and Community Vibrancy to make decisions for operational activities and set strategic goals.
  • Provide day to day oversight to ensure effective management of Workforce Department operations.
  • Evaluates and maintains the efficiency of business procedures according to organizational objectives and implements improvements to support effective partnerships between the college and relevant stakeholders.
  • Responsible for oversight of workforce development related grants and projects including development, implementation, performance, reporting, budgets, negotiations with agencies and any other project requirements.
  • Develops and manages workforce department budgets.
  • Manages relationships/agreements with external partners, including but not limited to apprenticeships and earn and learn programming.
  • Evaluates overall departmental performance by gathering, analyzing and interpreting data and metrics.
  • Implements the College's strategic initiatives in meeting the needs of industry and businesses concerning training, assessments and technical assistance and career placement.
  • Collaborates and coordinates with college deans, vice presidents and others to ensure consistency with and non- duplication of other efforts, programming and student services.
  • Provides supervision, ongoing leadership and team building for direct reports within the Workforce Department - including Workforce Directors and Managers.
  • Identifies and vets new and continuing funding opportunities, along with Executive Cabinet and the ICC Grants team for programming sustainability.
  • Performs other related duties as assigned.
