About The Position

The New York City Department of Sanitation (DSNY) is the nation's largest municipal sanitation agency, responsible for keeping New York City healthy, safe, and clean through waste collection, recycling, disposal, street cleaning, and snow removal. The Executive Director of the Division of Support Services provides executive management and strategic oversight for the Offices of Administration, Procurement, and Fiscal Services. This role ensures all administrative, procurement, fiscal, and operational support functions are performed accurately, efficiently, and in compliance with New York City laws and agency policies. The Executive Director leads strategic initiatives to enhance operational effectiveness, strengthen internal controls, and improve service delivery. The position involves overseeing supervisory personnel, setting clear expectations, and fostering continuous improvement through policy implementation, system development, and process optimization. Collaboration with other departments like Vehicle Acquisition and Warranty, Fleet Operations, and Materials Management is key to ensuring operational priorities are met through effective fiscal planning, procurement, and administrative services.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • Eighteen (18) months of executive, managerial, administrative, or supervisory capacity experience, including supervising staff performing professional work in the areas described above.
  • Alternatively, a baccalaureate degree and four years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • Alternatively, an associate degree or completion of 60 semester credits and six years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • Alternatively, a four-year high school diploma or equivalent and eight years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • Alternatively, a combination of education and/or experience equivalent to the above, with college education substituting for professional experience at a rate of 30 semester credits for one year of experience. All candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.

Responsibilities

  • Provide executive leadership and strategic direction for the Offices of Administration, Procurement, and Fiscal Services.
  • Oversee the Division's Personal Services (PS), Other Than Personal Services (OTPS), and Capital Budgets, ensuring responsible fiscal management and timely execution of expenditures.
  • Direct all procurement activities, ensuring compliance with New York City Procurement Policy Board (PPB), Mayor's Office of Contract Services (MOCS), and other applicable procurement regulations.
  • Supervise Accounts Payable operations, ensuring vendor invoices are processed accurately and within Comptroller requirements.
  • Ensure fiscal resources and procurement support are effectively aligned with Fleet Operations, Vehicle Acquisition and Warranty (VAW), and other operational units.
  • Manage the allocation of OTPS and Capital funding for vehicle acquisitions, maintenance, repairs, and related operational expenditures.
  • Develop and implement policies, procedures, and internal controls that promote operational efficiency, accountability, and regulatory compliance.
  • Lead and mentor supervisory staff while fostering a collaborative, high-performing work environment.
  • Monitor organizational performance, identify operational improvements, and implement best practices across administrative, fiscal, and procurement functions.
  • Build and maintain strong working relationships with executive leadership, internal business units, oversight agencies, vendors, and external stakeholders.
  • Represent the Division in interagency meetings, strategic planning initiatives, and executive-level discussions.
