About The Position

The Maryland Department of Labor is currently accepting applications from qualified candidates for an Executive Director, Professional Design Boards position within the Division of Occupational and Professional Licensing. This is a Management Services that serves at the pleasure of the Appointing Authority. GRADE 20 LOCATION OF POSITION 100 S. Charles Street, Baltimore, Maryland 21201 Main Purpose of Job The Executive Director of the Professional Design Boards is responsible for the unit that oversees the qualification, examination, licensing and regulation of approximately 40,000 professional design licensees and the board of pilots. Licensing and regulation of the boards is accomplished in concert with the six boards comprised of industry members and consumer members.

Requirements

  • Bachelor's degree
  • Two years of experience in one or more of the following: the supervision of 2 or more employees, overseeing and coordinating general operations, familiarity with special funds budgets, and all personnel actions from recruitment to termination.
  • Experience interpreting and applying State Government laws, regulations, policies, and procedures.
  • Experience with process improvement.
  • Experience managing issues related to licensing, compliance, and regulation.

Nice To Haves

  • Experience with the Professional Design Boards.
  • Experience with licensing (AS400 system)
  • Experience in Google Suite and Microsoft Suite, including Excel

Responsibilities

  • Supervises a staff of seven employees when fully staffed and manages all functional activities related to investigative capacity, while managing an annual budget in excess of $807,000.
  • Oversees the daily operation of the activities and related services of the boards.
  • Provides direction for timely and effective processing of license applications, license denials, and reinstatements to ensure that only persons who meet the legal requirements are licensed.
  • Refers questionable applications to the commissioner, legal counsel, and respective boards for guidance.
  • Directs the preparation of agendas, minutes and related materials for distribution for each board meeting.
  • Conducts and coordinates all work assignments provided by these boards.
  • Informs the board of current issues and special interest subjects.
  • Organizes and conducts educational seminars for the boards as established by their respective laws.
  • Coordinates action items arising from board meetings with agency staff, the attorney general’s office and other Labor staff to ensure timely completion
  • Develops and disseminates updated board information to ensure effective communication with citizens, licensees and professional organizations to include mailings and website posting of special notices, state and federal laws, regulations, code of ethics, public advocacy brochures, press releases, factsheets, newsletters, applications, forms, etc., in addition to public access to the online licensee database
  • Supervises the processing of license applications, license denials and reinstatements to ensure that applications are processed in accordance with legal requirements and procedures set forth by the Annotated Code of Maryland, Business Occupations Title 3, 8, 9, 11, 14, 15 and the Department of Legislative Services auditors.
