About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city. The Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation affecting the Department of Finance and New York City. This includes analyzing revenue and distributional impacts of tax system changes, monitoring tax and parking revenues, promoting improved tax administration, and advising on revenue and budgetary issues. The division also handles all modeling and data mining for DOF’s Audit Division and prepares reports and newsletters on tax-related issues. The Tax Policy division is seeking an Executive Director to lead critical research on personal income tax, business income tax, and excise taxes, requiring strong quantitative economic and fiscal research skills for estimates and forecasts using complex programming and data analysis.

Requirements

  • Permanent Computer Systems Manager or comparable Civil Service Title.
  • Employee Identification Number (EIN) must be included when applying.
  • Permanent Civil Service Title must be indicated in the cover letter.
  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services.
  • At least eighteen (18) months of IT experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties.
  • OR A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience in IT as described above.
  • OR A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience in IT as described above.
  • OR A satisfactory combination of education and experience equivalent to the above.
  • All candidates must have at least a four-year high school diploma or its educational equivalent.
  • All candidates must possess at least three (3) years of experience in IT as described above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described above.
  • Undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience.
  • Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience.
  • Undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity.

Responsibilities

  • Lead on the development and manage modeling of distributional and fiscal impacts of policy proposals related to PIT, BIT, and excise taxes.
  • Supervise long-term research, including the gig economy and PIT migration.
  • Direct creation and publication of multiple weekly, monthly, quarterly, and annual statistical reports related to the above taxes.
  • Manage infrastructure development for policy analysis, including the creation of various baseline files by tax type for distribution and fiscal impact projects.
  • Provide oversight Quality Control to reports produced by other areas of the Division.
  • Supervise three Directors in the PIT & Long-Term Research, BIT Research, and Excise Tax Research units.
  • Direct the creation of presentations and summaries that cogently explain research for Divisional and Agency leadership.
  • Calculate class share and tax rates and prepare presentation for senior management.
  • Further expand the Division's analytical capabilities by developing new avenues of research in each of the above tax types.
  • Keep up to date with ongoing trends in data analysis, data science and data dissemination along with potential new policies and legislative priorities that would impact the Division.
  • Work closely with the Commissioner, First Deputy Commissioner, and Deputy Commissioner for TPDA.
  • Work with the national tax research community through the Federation of Tax Administrators, the Northeastern State Tax Officials Association, and contacts in other states.
  • Provide regular, time sensitive briefings on various policy matters to the Commissioner, First Deputy Commissioner, and Deputy Commissioner.
