About The Position

The Executive Director of Facilities is a key associate at Hope Network whose primary responsibilities include: The strategic direction, governance, and operational oversight of Hope Network's facilities, real estate portfolio, and capital assets. This role leads enterprise-wide facility operations, real estate strategy, construction and development activities, capital planning, regulatory compliance, physical security, and business continuity initiatives. As a member of the leadership team, the Executive Director drives long-term portfolio planning, financial stewardship, contract and vendor management, and capital investment strategies while providing oversight of the Corporate Facilities Department and affiliate facilities teams. The position ensures that Hope Network's physical assets effectively support organizational growth, operational excellence, employee and patient safety, and the mission of the organization.

Requirements

Bachelor's degree in Business Administration, Facilities Management, Engineering, Construction Management, Public Administration, or a related field required
Seven (7) years of progressively responsible leadership experience in facilities management, real estate, construction, capital project management, property administration, or a related field, including responsibility for strategic planning, budgeting, and operational oversight.
Seven (7) years of experience leading and developing teams, including direct supervision of professional, technical, and operational staff.
Valid driver’s license with acceptable driving record as it relates to Hope Network policy.
Demonstrated experience managing real estate transactions, facility acquisitions and dispositions, leases, construction projects, capital improvement programs, service contracts, and vendor relationships.
Proven ability to lead large-scale, cross-functional initiatives and effectively partner with executive leadership, legal counsel, operations, finance, and external stakeholders in a matrixed organizational environment.
Strong knowledge of project management, contract administration, risk management, regulatory compliance, and facilities-related operational practices.
Exceptional leadership, collaboration, and relationship-building skills, with the ability to influence outcomes, build consensus, and lead through organizational change.
Excellent written, verbal, and presentation communication skills, including the ability to communicate complex technical, operational, or business matters to executive leadership, governing bodies, and non-technical audiences.

Responsibilities

Provide strategic and operational oversight of Hope Network and affiliate facilities, ensuring effective integration, collaboration, maintenance, resource allocation, and alignment with organizational objectives.
Develop, maintain, and execute an enterprise-wide facilities master plan and capital improvement schedule to support strategic prioritization and allocation of limited financial and human resources across the organization's facilities portfolio.
Provide enterprise-wide oversight of Hope Network's real estate portfolio, including acquisitions, dispositions, leasing, landlord-tenant matters, financing, development activities, regulatory compliance, insurance, taxation, zoning, risk management, asset management, construction projects, vendor agreements, and related policies and procedures.
Direct the preparation, review, and negotiation of real property transactions and legal documentation, including residential and commercial lease agreements, purchase and sale agreements, and other real estate instruments, within established organizational parameters.
Ensure organizational compliance with applicable real estate disclosure requirements, truth-in-renting standards, and related regulations.
Support Housing Department compliance with federal and state Fair Housing, ADA, HUD, and EIV requirements.
Direct comprehensive facilities maintenance operations, including contract negotiation and administration, vendor selection and management, physical security systems, business continuity initiatives, connectivity infrastructure, furnishings and equipment, janitorial services, waste and recycling programs, utilities, grounds maintenance, snow removal, pest control, ADA accommodations, and preventative maintenance and inspection programs.
Lead planning and execution of facility capital improvements and asset preservation initiatives, including roofing, paving and concrete work, remodeling projects, HVAC systems, fire protection systems, septic systems, interior renovations, damage remediation, relocation activities, parking infrastructure, lighting systems, and other capital renewal projects.
Collaborate with the Housing Department and third-party property management partners to coordinate maintenance, repair, and asset preservation activities for housing-related properties.
Oversee facility-related connectivity infrastructure in partnership with Information Technology, including telecommunications, phone services, alarm monitoring systems, network connectivity, and cable services.
Provide leadership and oversight for the Corporate Facilities, Construction, Grounds, and Energy Management functions, while supporting affiliate maintenance teams.
Establish coordinated purchasing, contracting, scheduling, and staffing strategies and continuously evaluate opportunities to optimize service delivery, quality, and cost through strategic vendor partnerships.
Direct outsourced service provider relationships, including contract administration, performance management, and continuous improvement initiatives.
Establish measurable performance standards and utilize vendor scorecards to promote accountability, service excellence, and operational effectiveness.
Establish, implement, and maintain administrative policies, procedures, and governance practices associated with areas of responsibility.
Partner with Executive Directors and organizational leadership to develop capital spending plans, financial forecasts, annual operating and capital budgets, cost trend analyses, contract evaluations, and return-on-investment assessments for significant projects and initiatives.
Lead the development of facility standards and capital planning requirements, coordinating annual operating and capital budgets to promote consistency, support affiliate-specific needs, and maximize the effective use of organizational resources.
Oversee the drafting, review, and negotiation of contracts and agreements, ensuring financial stewardship and maintaining accurate records of contracts, leases, loans, title documents, and related legal instruments.
Provide strategic oversight of physical security programs, including access control systems, locks and key management, alarms, surveillance systems, automated entry systems, fencing, and perimeter security measures.
Lead business continuity and facility resilience initiatives, including emergency response planning, utility redundancy, generator programs, outage management, and facility relocation planning.
Provide oversight and coordination of physical environment security measures supporting organizational HIPAA compliance and related privacy and security requirements.
