About The Position

Oversees the operation, maintenance, repair, and improvement of campus and center facilities, infrastructure, grounds, recycling, utilities, fleet, and related support systems. The position provides leadership for physical plant operations, facilities personnel, deferred maintenance activities, capital improvement and infrastructure projects, and campus planning initiatives. Works collaboratively with campus leadership, departments, contractors, consultants, and regulatory agencies to support institutional operations and development while ensuring facilities are safe, efficient, functional, and compliant with applicable regulations and institutional standards.

Requirements

  • Bachelor’s degree in Facilities Management, Construction Management, Engineering, Industrial Technology, Business Administration, or related field; or equivalent combination of education and progressively responsible experience.
  • Five (5) years of progressively responsible experience in facilities operations, physical plant management, construction coordination, or related field.
  • Supervisory and budget management experience.
  • Demonstrated knowledge of building systems, facilities maintenance, regulatory compliance, and project coordination.
  • Must possess and maintain a valid New Mexico driver’s license.
  • Knowledge of facilities operations, maintenance practices, and building systems.
  • Knowledge of construction coordination and project management principles.
  • Ability to interpret plans, specifications, contracts, and technical documents.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Ability to manage multiple operational priorities and projects simultaneously.
  • Ability to establish and maintain effective working relationships with campus stakeholders and external agencies.

Nice To Haves

  • Experience in higher education, government, healthcare, or institutional facilities environments.
  • Experience coordinating public-sector or state-funded capital projects.
  • Experience supervising project management.
  • Professional certifications or licensure such as CEFP, CFM, PMP, CCM, PE, or New Mexico GB-98 General Building Contractor License.
  • Experience with computerized maintenance management systems (CMMS).

Responsibilities

  • Oversee campus maintenance, custodial, recycling, grounds, utilities, HVAC, and fleet operations.
  • Support campus sustainability, energy management, and utility conservation initiatives.
  • Develop and implement facilities standards, policies, and operational procedures.
  • Support institutional risk management, emergency response, and continuity of operations initiatives related to campus facilities and infrastructure.
  • Develop and manage preventive and corrective maintenance programs.
  • Oversee inclement weather notifications, communications and provide recommendations regarding safety.
  • Oversee campus space management policies, reporting, and compliance with applicable state and federal requirements.
  • Ensure facilities are safe, operational, and code compliant.
  • Oversee work order systems, operational priorities, and emergency repairs.
  • Respond to after-hours operational emergencies as needed including coverage over breaks, holidays, and weekends.
  • Oversee facilities-related capital projects, deferred maintenance, renovations, and infrastructure improvements, including reporting and submissions to state agencies and systems.
  • Support maintenance and operations for extended campus and center locations.
  • Coordinate with architects, engineers, contractors, consultants, and regulatory agencies.
  • Serve as facilities liaison for construction and renovation projects.
  • Assist with insurance claim determination, execution and reporting.
  • Review project plans and schedules for operational impacts and campus standards.
  • Support campus master planning and long-range infrastructure initiatives.
  • Develop and manage departmental operating budgets and capital outlay budgets.
  • Assist with long-range capital and infrastructure budget planning.
  • Oversee facilities procurement, contracts, and vendor services.
  • Monitor expenditures and support responsible use of institutional resources.
  • Supervise facilities staff, including maintenance, custodial, grounds, utilities, and projects personnel.
  • Conduct employee evaluations and support workforce development and safety initiatives.
  • Coordinate staffing schedules and operational coverage.
  • Ensure compliance with applicable laws, regulations, building codes, OSHA, ADA, environmental, and fire/life safety requirements.
  • Ensure all required training and certifications are maintained for facilities personnel, including electricians, plumbers, and technicians, and evaluate ongoing training and professional development needs across facilities positions.
  • Coordinate inspections, corrective actions, and safety initiatives.
  • Provide operational and technical recommendations regarding campus facilities and infrastructure needs.
  • Collaborate with campus departments including auxiliaries to support institutional operations and project coordination.
  • Maintain facilities records, reports, and related documentation.
  • Provide strategic leadership for facilities operations, infrastructure planning, and physical plant development.
  • Perform other job-related duties as assigned.
