About The Position

This leadership opportunity is for an Executive Director, Procurement at Providence, responsible for developing and leading the Information Services sourcing and category management functions. The role focuses on systems, processes, policies, and analytics, advising on sourcing strategy, strategic planning, best practices, and talent development. The incumbent will transform IS Sourcing and Category Management into a strategic organization focused on optimizing the entire "Source to Settle" process to meet Providence St. Joseph Health Supply Chain and Information Services strategic and operational objectives. This will be achieved through leveraging three key areas: Internal "IS Category Management Organization" – Re-engineering internal business processes to provide best-in-class IS sourcing and category management services in concert with an external business partner and the internal Operations Excellence team. Emerging Technology and Market Strategy – Developing and utilizing Providence's systems, analytics, market intelligence, and supplier strategies to create advanced and technologically enabled sourcing processes and category management functionality. Source to Settle – Partnering with Information Services, Legal, Compliance, Information Security, Finance, Risk Management, and senior business leaders to create a modernized "Source to Settle" capability that supports Providence's long-term digital strategy. The position has overall accountability for enterprise technology category strategy and an Information Services portfolio representing approximately $1B in annual spend across software, infrastructure, cloud services, cybersecurity, telecommunications, clinical technologies, and outsourced technology services.

Requirements

  • Bachelor's Degree in Business Administration, Finance, or Accounting.
  • 10 or more years of progressively responsible financial experience.
  • 5 years of Management experience.
  • 6 years of Experience leading IS sourcing, purchasing or contract management.
  • Experience with six sigma methodologies.
  • Finance management experience, including budgeting, forecasting, financial analysis, benchmarking.
  • Strategic thinking and thought leadership.
  • Ability to think in terms of possibilities and creates a clear vision and strategy, think broadly and understands interdependencies.
  • Change management/influencing skills, ability to build relationships and credibility.
  • Facilitate working sessions with large and small internal teams and external stakeholders.

Responsibilities

  • Oversee the IS sourcing and category management functions to maximize resources, optimize daily functions and effectively manage Providence's technology non-salary spend.
  • Apply leading edge practices to optimize efficiency and accuracy.
  • Ensure appropriate training of staff and optimal use of resources including IT systems, sourcing tools, market intelligence and other related technology.
  • Execute overall compliance monitoring for IS sourcing and contracting practices.
  • Review activity for related risks, privacy, cybersecurity, regulatory and operational requirements.
  • Optimize supplier integration into sourcing, contracting, vendor management and strategic supplier governance.
  • Provide consultation on supplier performance and/or contract language to confirm optimal supplier, pricing, service level and risk practices.
  • Work in partnership with Information Services, Legal, Compliance, Information Security, Finance, Risk Management and sourcing to maintain technology roadmaps, supplier strategies and master data files current and updated.
  • Provide on-going education regarding processes to appropriate organizational leaders responsible for technology, supply and service acquisition.
  • Include approval training for new management leaders.
  • Design, develop, and implement dashboards to track department performance against appropriate goals.
  • Align metrics to key performance indicators, benchmarking, value realization and strategic supplier governance to improve performance and optimize resources.
  • Develop and maintain processes, policies, procedures, tools, and templates to ensure compliance, best practices, and sourcing excellence for IS sourcing and category management processes.
  • Maintain awareness and education of industry best practices.
  • Conduct benchmarking and communicate understanding of world class practices, as well as action plans to transition department to a world class operating state.
  • Develop and leverage internal and external partnerships and networks to maximize the achievement of business goals, executive stakeholder engagement and Providence's long-term digital strategy.
  • Cultivate an environment of creativity, constant innovation and evolution through leadership, aggressive and systematic goal setting plus enhanced communication and teamwork.
