About The Position

Leads and oversees a department of over 100+ staff members and an operating budget of approximately $80M. In addition, oversees capital projects related to evolving information technology needs. Directs the delivery of information technology services to schools and offices for Baltimore County Public Schools (BCPS), including the learning management system, student information systems, web services, and business software. Position oversees data security, strategic technology planning, system-wide one on one computer initiative, disaster recovery planning, continuity of operations planning, e-rate program, systems integrity, applications programming and networking of voice, video, and data communications. Ensures that the department’s operations support the system-wide goals and priorities. Offices include Network Support Services, IT Operations, IT Security, Enterprise Solutions, and Enterprise Resource Planning.

Requirements

  • Master’s degree from an accredited college or university.
  • Eight years of related experience with at least five years managing information technology systems.
  • Thorough knowledge of IT systems engineering, design, development, and support.
  • Thorough knowledge of computer operations, programming, and systems analysis in a large SQL, or equivalent environment.
  • Thorough knowledge of the systems development life cycle (SDLC).
  • Knowledge of personal computers and office software applications.
  • Knowledge of presentation software applications.
  • Thorough knowledge of contract and vendor management.
  • Skill in planning IT initiatives and analyzing their strategic business impact.

Responsibilities

  • Provide leadership to set strategic technology direction and priorities for the school system. Provide administrative and instructional systems and infrastructure that are implemented and maintained to meet internal organizational requirements.
  • Establish and monitor controls to evaluate performance in meeting program, budget, and school system objectives.
  • Collaborate with schools, offices, and divisions to ensure the effective implementation of technology across the school system; manage multiple complex initiatives and achieve results within established cost, schedule, functionality, performance, and quality requirements.
  • Manage and develop Department of Information Technology staff and foster effective partnerships with vendors, schools, offices, and divisions. Promote a culture of innovation, continuous improvement, and modernization through technical training, professional development, knowledge sharing, and best practices.
  • Implement data security, system analysis, design, development, testing, and quality assurance methodologies.
  • Advise executive leadership regarding technology strategy, emerging technologies, cybersecurity risks, and technology investment priorities.
  • Lead the development, refinement and integration of BCPS’ Digital Ecosystem in Student Information, Learning Management, Professional Learning, Digital Content, Instructional Tools, and Employee Effectiveness.
  • Ensure learning technology interoperability standards for data security, web accessibility, integration, rostering, and analytics are applied.
  • Supervise staff and communicate effectively while establishing and maintaining effective working relationships. Ensure and maintain confidential information.
  • Supervise large scale initiatives while effectively handling multiple implementation projects.
  • Oversee a variety of technology architectures including web-based, cloud, client/server, centralized, and distributed computing models.
  • Provide knowledge of vendor management and large-scale software package implementation. Identify and analyze new technologies, systems, and applications to determine requirement, compliance and system compatibility.
