Treasury Board and Finance is a central ministry of the Government of Alberta responsible for managing the province's fiscal framework, budget development, and financial policies. The ministry provides strategic advice to the Premier, Cabinet, and Treasury Board Committee, and establishes government-wide standards for financial management, accounting, and reporting. Key functions include capital planning, tax and revenue administration, debt and cash management, and corporate financial controls through the Office of the Controller. As a central agency, Treasury Board and Finance works closely with all government ministries and Senior Financial Officers to promote fiscal discipline, drive consistency in financial practices, and support sound stewardship of public resources on behalf of Albertans. Reporting to the Provincial Controller, the Executive Director provides strategic leadership and operational direction to the management team, while overseeing approximately seventy-five employees. This role is responsible for ensuring the efficient and effective delivery of a wide range of financial shared services across the Government of Alberta, with a strong focus on client service excellence, innovation, and continuous improvement in financial operations and transformation projects. The Executive Director leads two primary operational teams, the Finance Operations team is responsible for financial administration, accounts payable and receivable, electronic payments, P-card administration, employee expense processing, and large vendor payments. The Continuous Improvement and Supports team leads transformational projects intended to streamline and optimize the Alberta Public Service Finance Community. The Executive Director plays a central role by enhancing these services across government and collaborating closely with a wide range of stakeholders, including ministries and their clients to drive service excellence. Managing an annual budget of approximately $8 million, the Executive Director ensures efficient, client focused service delivery and supports government wide change initiatives. Stakeholders include ministries, ministry clients, the Public Service Commission, Senior Financial Officers, 1GX Centre of Excellence, and executive leadership. The Executive Director is responsible for developing and implementing business strategies that align with corporate goals, promote innovation and continuous improvement, while ensuring effective internal client relationship management. This executive leadership position has a critical role in shaping the future of financial client service operations across government, driving innovation and fostering a culture of excellence in service delivery.

Requirements

  • Extensive senior management experience in strategy development, financial planning, financial management, financial systems.
  • Proven track record of developing and maintaining effective working relationships.
  • Consulting and collaborating with internal and complex external stakeholders.
  • Strong organizational abilities.
  • Exceptional verbal, written, listening and interpersonal communication skills.
  • Working knowledge and understanding of relevant legislation and government structure and processes.
  • A bachelor’s degree is required.
