About The Position

The Executive Director (XD) serves as the senior civilian executive and principal deputy to the Commanding Officer (O-6) at the Community Services Command (CSC). The XD provides enterprise leadership, strategic direction, governance oversight, and operational integration across all CSC program areas, including CGX retail and eCommerce operations, Morale, Well-Being, and Recreation (MWR) programs including Child Development Centers and USCGA NAF programs, Retail Technology and Information Systems, Finance/Procurement/ Logistics, Human Resources and Administration, enterprise Loss Prevention/Resiliency, and the Attorney-Advisor function (administrative oversight only; legal technical supervision remains with LSC). The XD ensures alignment with strategic direction from Commandant (CG-WM) with delegation through the Personnel Service Center (PSC). The XD ensures organizational readiness, fiscal integrity, compliance, risk mitigation, modernization, and quality-of-life service delivery across CONUS and OCONUS operations. The role oversees a hybrid workforce of approximately 1300 personnel across NAF, GS, military, and contractor systems. The Executive Director provides senior executive leadership, enterprise governance, and strategic integration across all CSC missions. The XD directs senior directors overseeing retail/eCommerce operations, MWR programs, information systems and cybersecurity, finance/procurement/logistics, HR and administrative services, enterprise risk and resiliency, and legal integration (administrative oversight only). The XD establishes strategy, allocates resources, ensures compliance, drives modernization, and represents CSC at senior Coast Guard, DHS, interagency, and national-level forums ensuring CSC programs support readiness, resiliency, retention, and quality-of-life objectives.

Requirements

  • Bachelor’s degree in business administration, public administration, or a related field, or an equivalent combination of education and executive-level experience.
  • 10 plus years of progressively responsible leadership experience directing large, complex, multi-functional programs or organizations, including geographically dispersed operations.
  • At least 5 years of experience supervising senior-level leaders (e.g., directors, division chiefs, or equivalent), with responsibility for organizational performance and outcomes.
  • Demonstrated experience equivalent to the NF5/GS-14 level or higher, reflecting enterprise-level scope and authority, including: Strategic planning, execution, and performance management; Enterprise-level decision-making and problem-solving; Policy development, implementation, and oversight; Resource allocation, financial management, and budget accountability.

Nice To Haves

  • Master’s degree in business administration (MBA), public administration (MPA), or a related field.
  • Experience within Non-Appropriated Fund (NAF), Morale, Well-Being, and Recreation (MWR), military resale, or similar enterprise environments.
  • Experience operating within federal, military, or other highly structured governance environments.
  • Experience supporting, advising, or operating within executive governance boards, councils, or advisory bodies.
  • Demonstrated executive leadership experience in: Leading organizational transformation and strategic initiatives across complex enterprises; Managing financial and operational performance at scale, including multi-million-dollar budgets; Overseeing human capital strategies across large, diverse, and geographically dispersed workforces; Influencing decision-making and driving alignment among senior stakeholders and executives.
