About The Position

The Executive Administrator of Program Operations – Morning Sun Financial Services (MSFS) is responsible for leading and overseeing all operational functions of the MSFS program. This role ensures participant-directed services are delivered effectively, compliantly, and in alignment with organizational and regulatory requirements. The Executive Administrator provides leadership to Program Administrators, Coordinators, and Support Brokers while serving as the primary operational decision-maker in partnership with executive leadership.

Requirements

  • 7-10 years of experience in human services, program operations, and/or business administration
  • Previous team leadership and supervisory experience
  • Experience working with regulatory compliance and operational processes, especially in a human service setting
  • Bachelor’s degree or higher in Human Services, Business Administration, or a related field strongly preferred
  • Valid US driver's license required based on travel needs of the Executive Administrator

Responsibilities

  • Oversee MSFS program operations and ensure alignment with organizational goals and regulatory requirements.
  • Provide leadership, coaching, and supervision to Program Administrators, Coordinators, and Support Brokers.
  • Serve as the primary operational decision-maker, resolving escalated issues and overseeing program workflows.
  • Monitor staffing, caseload distribution, and service delivery to ensure efficiency and consistency.
  • Identify and implement process improvements to enhance operational effectiveness.
  • Oversee participant onboarding, service coordination, and ongoing program support.
  • Ensure customer service is timely, person-centered, and properly documented.
  • Monitor program performance, documentation accuracy, and service quality.
  • Conduct reviews and implement corrective actions to maintain high service standards.
  • Ensure compliance with all applicable state, federal, contractual, and organizational requirements.
  • Maintain audit readiness through oversight of documentation and operational processes.
  • Communicate regulatory updates and compliance expectations to program staff.
  • Address compliance concerns and implement corrective actions when needed.
  • Partner with Finance, Payroll, HR, and Customer Support to support program operations.
  • Assist with contract monitoring and communication with contract managers.
  • Support financial processes related to timesheets, Electronic Visit Verification (EVV), and program operations.
  • Monitor state-specific data collection and reporting requirements.
  • Review operational documentation to ensure accuracy and compliance.
  • Serve as the primary escalation point for case managers, state agencies, and internal departments.
  • Collaborate with executive leadership and cross-functional teams to support organizational initiatives.
  • Build strong working relationships across departments to improve communication and service delivery.
  • Support organizational culture while aligning program operations with strategic goals.
