About The Position

DCAS Human Capital (HC) oversees New York City's Civil Service system, ensuring the City's workforce operates with fairness, integrity, and accountability. HC manages the development and administration of civil service exams, providing City agencies with the foundation to staff critical roles across government. Beyond exams, HC shapes and implements citywide policies, drives professional development and training programs, and ensures compliance with civil service law and other regulatory requirements, enabling City agencies to deliver essential services effectively and reliably. The Exam Development Group, within the Bureau of Examinations, is responsible for collaborating with City Agencies in the development of civil service exams for competitive class titles by working with City Agencies' Subject Matter Experts (SMEs) to conduct in depth job analyses. These job analyses are used to develop rating guides and questions which may appear on civil service examinations and are used to determine candidate eligibility on distinct lists for the respective civil service title.
