About The Position

Employees in the Financial Institutions Examiner III position work in a team environment to conduct examinations of depository institutions (including banks, industrial banks, and credit unions) to determine their financial condition and compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines. Examinations involve preparing detailed written and verbal reports, and include onsite contact with institution officers, directors and employees. Examiner III’s may also conduct examinations of money service businesses subject to the department’s jurisdiction. Examiner III’s also provide technical expertise in a specialty area, train less-experienced examiners, and conduct special projects for agency management. Examiners can spend approximately 20 percent of their time traveling, including overnight travel both within and outside the state, to perform examinations and to attend training. Candidates must be residents of the state of Utah. Use of a private vehicle, subject to reimbursement, is required to travel to field sites. This position may be underfilled as a Financial Institutions Examiner II if the applicant: has less than four years of work-related experience, has not fully met the field experience preferences identified below, or hasn't been commissioned by a state or federal depository institution regulatory agency. DHRM rules regarding promotions and transfers apply to current state of Utah employees.

Requirements

• Four or more years of experience with a state or federal banking agency as a bank examiner and completed all FDIC core schools up through and including Introduction to Information Technology School and Introduction to Security, or equivalent core schools from another depository institution regulatory agency.
• Candidates must be residents of the state of Utah.
• Use of a private vehicle, subject to reimbursement, is required to travel to field sites.
• Must successfully pass a criminal history check.
• Strong communication skills.
• Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
• Knowledge of principles, theories, and practices of auditing and accounting.
• Knowledge of financial markets, models, and banking.
• Strong writing skills, including the ability to compose and produce reports, documents, and related materials using computer software.
• Experience reviewing commercial loans, including an assessment of a regulated institution’s underwriting and credit administration practices.

Nice To Haves

• Served as the lead Examiner-in-Charge for a full-scope safety and soundness bank examination at least three times – and planned and conducted management and board of directors exit meetings.
• Experience conducting examinations using the Examination Tool Suite (ETS) platform.
• Experience completing Examination Documentation (ED) modules.

Responsibilities

• Conducting examinations, including determining the nature, scope and direction of the examination, reviewing and analyzing available information, identifying potential issues, scheduling examinations, and preparing examination work papers.
• Leading or functionally supervising staff, delegating work assignments, monitoring/reviewing quality of work, scheduling staff, providing technical assistance or training, and/or providing input on performance appraisal, hiring and discipline.
• Ensuring compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines.
• Analyzing, summarizing and/or reviewing data; reporting findings, interpreting results and/or making recommendations.
• Writing or drafting correspondence, examination reports and other types of reports, documents and/or other written materials.
• Reviewing and evaluating reports, documents, laws, rules, and regulations. Also editing, preparing, and approving summaries of findings.
• Participating in or holding meetings to clarify, resolve and settle examination issues.
• Monitoring and evaluating operations, programs, processes, and/or practices for quality and effectiveness; making recommendations for improvement.
