This role meets with potential clients, supports evaluation design and methodology, and drafts proposals for needs assessments, program evaluation, and data collection projects. The specialist serves on evaluation teams, working with program staff and external partners to develop comprehensive multi-year program evaluation plans (qualitative and quantitative), logic models, and key performance metrics. They contribute to program-wide evaluations, data infrastructures, and continuous quality improvement strategies. The role involves collecting primary data through interviews, focus groups, or surveys, and verifying that evaluation plans align with strategic plans, programmatic requirements, and federal guidelines. The specialist performs qualitative evaluation activities, including designing protocols, coding data, and performing analysis using thematic coding and qualitative software. They develop evaluation reports, presentations, or manuscripts, and provide recommendations for improvements based on findings. Project management responsibilities include maintaining schedules, ensuring deliverable quality, and serving as a client contact. The role also supports evaluation business development efforts.
