Requirements

  • Knowledge of all construction trade requirements and pricing, both rehabilitation and new construction.
  • Knowledge of government contract requirements.
  • Ability to read and understand instructions to bidders, including but not limited to General Conditions, Special Conditions, and Specifications, Technical Specifications, and Project Schedule.
  • Ability to read and draw blueprints.
  • Ability to provide uniformity for bid estimates and ensure that the same base is used for progress and productivity reporting on the job.
  • Extensive knowledge of building practices.
  • Working knowledge of construction takeoff and estimating software programs.
  • Demonstrated organizational and time management skills.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak, listen and give full attention to verbal conversations effectively in English before groups of customers or employees of the organization, including answering questions, providing feedback and directions.
  • Superior interpersonal and written/oral communication skills with the ability to relate well and cooperate with others to effectively coordinate activities and accomplish goals.
  • Demonstrated problem-solving ability (collect data, establish facts, and draw valid conclusions on a timely basis) and negotiation.
  • Ability to communicate and work with cross-functional teams and all levels in the organization.

  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Mid-Senior Career Level: Typically requires BS/BA in a related discipline.
  • 5-8 years of experience specific to bid preparation, sales, or construction; certification is required in some areas or a combination of MS/MA and two or more years Analyzing Information, Estimating, Planning, Reporting Research Results, Strategic Planning, Requirements Analysis experience preferred.
  • Entry Level: A minimum of a high school diploma or GED with three to six months related experience and/or training in the related discipline.
  • A one-year certificate from college or technical school is preferred.
  • Still, an equivalent combination of education and experience will be considered, knowledge of general business principles and processes, quality standards for services, and coordination of resources.
  • Valid and unencumbered state Driver's License.

Responsibilities

  • Prepares work to be estimated by gathering proposals, blueprints, specifications, and related documents.
  • Effectively works with project developers, subcontractors, clients, and office personnel and simultaneously manages various tasks.
  • The Estimator is responsible for the timely, efficient, and accurate pricing of the bid package.
  • Performs plan and specification analysis to assure accuracy.
  • Identifies labor, material, and time requirements by studying proposals, blueprints, specifications, and related documents.
  • Researches and computes costs by analyzing labor, material, transport, equipment, and time requirements.
  • Resolves discrepancies by collecting and analyzing information.
  • Presents prepared estimates by assembling and displaying numerical and descriptive information.
  • Prepares special reports by collecting, analyzing, and summarizing information and trends.
  • Actively works with the bid team to design successful bid strategies.
  • Assists in bid preparation and ensures customers receive quotations promptly, tracks and monitors competitor pricing to determine the market value of bids.
  • Maintains cost database by entering and backing up data.
  • Establishing and maintaining relationships with contractors and vendors.
  • Getting quotes from suppliers and contractors within a specified time frame.
  • Assessing the risk levels associated with a project.
  • Preparing and submitting quotations and details of costs for work to be done.
  • Contributes to team effort by accomplishing related results as needed.
  • Maintains technical knowledge by attending educational workshops; reviewing technical publications.
  • Responsible for abiding by all company policies and procedures, including but not limited to the employee handbook, safe work practices, etc.
  • Perform all other duties as assigned by management.
