About The Position

Shirley Contracting Company, LLC is seeking a heavy highway/civil construction estimator based at its Lorton headquarters to help grow the company’s project backlog. The role covers civil, utility, bridge, and structures projects ranging from $1 million to over $500 million. The estimator analyzes project scope, develops estimates and bid materials, supports bid and project reviews, and provides estimating and change-order support after work is procured. Site visits may be necessary to assess field conditions and access restraints.

Requirements

At least 5 years of relevant experience.
Proficiency with computers and corresponding programs, including Word, Excel, PowerPoint, Bluebeam, and Google.
Familiarity with bid-build and design-build projects in the heavy and highway transportation arena at the local, state, and/or federal level.
Ability to read and understand plans, specifications, and contract terms and conditions.
Strong organizational and time-management skills, with the ability to multitask in a fast-paced work environment.
Critical-thinking and problem-solving skills, with strong interpersonal and communication skills.
Must pass a pre-employment physical and drug screening.
Applicants must be at least 18 years of age and currently authorized to work in the United States on a full-time basis.

Nice To Haves

Undergraduate degree in engineering, construction management, or a related field is preferred.
Knowledge of grading, underground utilities, maintenance of traffic, bridge construction, and retaining-wall construction is preferred.
Experience with SmartBid, HeavyBid, AGTEK, and AutoCAD is preferred.

Responsibilities

Analyze plans, specifications, and contract terms and conditions to determine the scope of work and risk portfolio.
Define scopes of work for various trades, create bid packages, and solicit bids.
Visit sites as necessary to assess field conditions and access restraints.
Execute plan take-offs and enter bid information and quantities into HeavyBid.
Develop self-perform production rates and crew analyses for entry into HeavyBid.
Prepare cost analyses of bid pricing from subcontractors and vendors.
Participate in bid review, pre-construction, and post-construction meetings.
Participate in design-build team meetings and assist in developing design alternatives and win strategies.
Assist in developing a strategy to achieve minority participation goal requirements.
Document design inaccuracies and write RFIs to the designer as required.
Complete project budgets and schedules with appropriate equipment, materials, and manpower.
Establish and maintain positive working relationships with subcontractors, vendors, and co-workers.
Provide estimating and change-order support to projects on a continuous basis after successful procurement of work.
