About The Position

E2 Consulting Engineers, Inc. (E2) is seeking an Estimator II to develop cost estimates from conceptual design through construction. This role involves monitoring and reconciling cost estimates as design progresses, participating in pre-award value engineering and constructability reviews, and post-award contract modifications. The Estimator II will review change order proposals, develop recommendations, participate in negotiations with contractors, and prepare documentation for the record of negotiation.

Requirements

  • Must have pipeline experience.
  • Bachelor’s degree in Engineering, Construction Management or related field
  • 3+ years estimating experience with some experience in supporting active horizontal/utility construction projects
  • Experience in civil and underground utility estimating experience directly related to both engineering and construction projects
  • Proactive, firm and respectful approach to estimate reconciliation efforts and change order processing
  • Knowledgeable of presenting graphical data as related to estimating.
  • Proved accuracy, reliability and completeness in job accomplishment
  • Effective oral and written communication skills
  • Demonstrate experience with estimating presentation to upper management
  • Must have Heavy Bid experience
  • Thorough familiarity with MS office suite software - Word, Excel, PowerPoint, and Outlook.
  • Proficient with large-scale estimating software
  • Experience with Adobe Acrobat is required
  • Knowledge of work with various types of contracting methods such as, Design/Bid/Build (DBB), Design Build (DB), Construction Management At Risk (CMAR), Guarantee Maximum Price (GPM),etc.
  • Demonstrated proficiency in estimating formats
  • Proficient with industry estimating databases and other estimating data sources

Responsibilities

  • Develop conceptual cost estimates from preliminary planning documents, price alternatives and options, and offer opinions of probable cost for different phasing scenarios.
  • Develop detailed cost estimates from engineering drawings (e.g., 30%, 60% packages); proactively identify deficiencies and/or questions; and actively assist the project team toward the answers.
  • Reconcile internal estimates with those prepared by third-parties; engage third-party entities in an informative, collaborative reconciliation; and communicate the results of the reconciliation effort.
  • Establish a routine reporting cycle that clearly communicates when an estimate changes and why.
  • Prepare and review material take-offs from planning documents as well as engineering drawings.
  • Prepare conceptual and comparative cost study estimates from preliminary sketches.
  • Prepare detailed breakdown of components and elements of estimates for systems and subsystems.
  • Prepare estimates by applying unit rates for man hours, labor dollars, material dollars, and construction equipment dollars and all-in unit cost determination, calculating extensions and the application of standard factors, overhead rates and fees.
  • Accumulate, evaluate and document historical cost data for the development of future estimates.
  • Prepare and / or review final Engineer's estimate.
  • Review contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
  • Provide coordination and liaison with project management and project engineering personnel throughout the estimate development.
  • Participate in negotiation meetings with the contractor, seeking points of agreement, determining points of disagreement and path to resolution, adopting a reasonable but contractual attitude, and developing the record of negotiation documentation.
  • Support the change management process for projects that are underway or being planned.
  • Review change order proposals, including scope, labor rates, labor productivity, quantities, material pricing, pre-purchased material or equipment, equipment rental rates, and contractor mark-ups.
