About The Position

This role is a senior Environment, Safety, and Health (ES&H) professional responsible for providing technical expertise and thought leadership across Jefferson Lab's seven ES&H program areas [i.e., 1) Worker Safety & Health, 2) Work Planning & Control, 3) Accelerator Safety, 4) Radiological Controls, 5) Environmental Management, 6) Emergency Management, and 7) Occupational Medicine]. The position oversees and coordinates deployed safety professionals, ensuring a consistent, strategic approach to ES&H implementation across all divisions. Key responsibilities include identifying and managing ES&H requirements derived from DOE Orders, JLab policies, and applicable regulations; integrating those requirements into project planning, budgets, and schedules; and supporting design and procurement efforts to ensure effective application of ES&H policies and procedures. Jefferson Laboratory is entering an exciting new phase as it transitions to a new operating contract and positions itself for expansion. This transformation includes several major projects that this role will interface with, provide advice to, and help ensure their success. This role will also assist the ES&H Associate Laboratory Director with creating a holistic vision that enables safe and efficient mission success through the use of AI-enabled tools. While a strong underpinning in codes and standards will be essential, flexibility and ingenuity are needed to find novel ways of achieving desired outcomes and creating conditions that make it easier to obtain the desired workforce behaviors.

Requirements

  • 15 or more years Work experience in government and/or private industry implementing US-relevant codes and standards
  • 5 or more years Work experience as an ES&H professional and/or with implementing significant ES&H-related responsibilities
  • Bachelor's Degree Engineering, Environmental Science, Science, or other related Technical Field
  • Certified Safety Professional (CSP) CSP as granted by the Board of Certified Safety Professionals (BCSP) or comparable ES&H-related credential within 1 Year
  • Detailed knowledge of relevant DOE Orders.
  • Understanding of broad range of industrial hazards, mitigations and overall safety systems.
  • Ability to assess and mitigate risk from the field to the enterprise level.
  • Able to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.
  • Can write convincing proposals and reports with all necessary backup material for external consumption.

Responsibilities

  • Lead and supervise the ES&H Division Support group.
  • Mentor ES&H peers in the consistent application of metrics, project management, electronic tools, and artificial intelligence.
  • Interface with, and ensure consistency among, the deployed safety professionals (DSPs) for each of the divisions conducting hands-on work.
  • Develop and deliver skills training and routinely interface with division leaders to ensure their needs and vulnerabilities are being addressed.
  • Develop and maintain a consistent and aligned strategic approach across the ES&H Division by encouraging and mentoring each of the seven ES&H safety programs.
  • Own and maintain cross-cutting program documents (e.g., integrated safety management system program description) and offer advice on the development, alignment, and/or evolution of ES&H program descriptions.
  • Support capital projects by providing ES&H technical reviews/guidance and budget/schedule advice to ensure compliance with DOE and industry requirements and best practices (e.g., DOE O 413.3, DOE O 414.1, 10CFR835, 10CFR851, 29CFR1926).
  • Represent ES&H during major project reviews.
  • Develop budget and schedule elements related to or affected by ES&H requirements and develop strategies and tasks to satisfy those elements.
  • Engage in a broad range of design and procurement efforts and ensure that ES&H policies and procedures are being effectively implemented.
