About The Position

The ERT (Emergency Response Team) Training Coordinator/Manager is a full-time role responsible for the design, development, execution, and continuous improvement of all training programs for the Emergency Response Teams operating out of the Big Walker Tunnel and East River Tunnel facilities. This role directly manages the ERT staff, oversees all emergency preparedness training, and ensures operational readiness. Because tunnel safety and incident management require round-the-clock coverage, the Coordinator/Manager must possess the leadership capability to oversee a large-scale, 24/7/365 operations program. This includes supervising a diverse workforce, maintaining compliance with national and Virginia fire codes, and bringing deep expertise in highway traffic operations and incident management.

Requirements

  • Minimum of 2 years of experience in training program development and administrative management.
  • Extensive knowledge and proven experience in highway traffic operations, emergency response, and incident management (ideally in a major highway or tunnel environment).
  • Demonstrated ability to lead, plan, and manage a 24-hour operations program, with experience directing, instructing, and supervising a large number of staff and diverse workgroups.
  • Ability to interpret Virginia (VA) and national fire codes and standards, and successfully implement corresponding policies and procedures.
  • Exceptional public speaking and presentation skills.
  • Strong technical writing abilities, including rigorous grammar editing and content flow management.
  • Ability to express complex ideas clearly in both oral and written communication.
  • Knowledge of effective budget development and monitoring practices.
  • Solid understanding of HR management techniques and applicable workplace policies.
  • Strong experience using computers and common office/administrative software.
  • Ability to follow complex oral and written instructions.
  • Must be willing and able to work a flexible schedule to support a 24/7/365 emergency response operation.

Responsibilities

  • Create all Standard Operating Procedures (SOPs) and initiate training development, including the creation of comprehensive training guides, student manuals, and performance assessments.
  • Oversee all phases of delivery for identified training needs. Design, research, execute, and monitor training strategies and mechanisms to ensure all team members receive appropriate, high-quality instruction.
  • Monitor training effectiveness and actively modify, update, and improve programs as operational needs, VDOT guidelines, and emergency standards evolve.
  • Assist in the development and maintenance of databases utilized for team certification programs.
  • Prepare and deliver detailed reports on training status, progress, and performance results to the Training Manager.
  • Manage and direct ERT staff and day-to-day team activities. Lead, plan, and manage a large-scale, 24-hour operations program, including instructing and supervising a large, diverse team.
