About The Position

This position ensures compliance with Head Start Program Performance Standards in determining community strengths, needs, and resources, focusing on the ERSEA (Eligibility, Recruitment, Selection, Enrolment and Attendance) component and Transitions. The role involves developing and implementing goals, policies, and monitoring systems for ERSEA and Transitions, as well as developing professional development systems for staff, families, and partners in these areas. The coordinator is responsible for preparing and distributing timely reports and tracking regarding ERSEA updates to OHS and Stakeholders, and maintaining systems, databases, and files securely. A key part of the role is conducting Community Assessments in collaboration with the Program Director and CAI Leadership Team, analyzing this information to facilitate planning efforts for design options, recruitment, and enrollment guidelines. The position also involves strategic planning, performing supervisory responsibilities, examining and evaluating program operations, and supporting monthly Policy Council Meetings.

Requirements

  • Bachelor’s Degree in Social Work, Human Services, Sociology or a related field with a minimum of 1-year experience working with enrollment and/or eligibility of clients in a related Human Service position.
  • 1-year experience in case management and working with families in need.
  • Knowledge and experience in data collection and information processes and systems.
  • Knowledge of childcare regulations, policy, and procedure compliance.
  • Ability to work with client information management systems (e.g., Child Plus, client eligibility application).
  • Understand and interpret state and federal child care and Head Start program regulations.
  • Minimum of three years’ experience working with multicultural families.
  • Advanced computer literacy including: database management, spreadsheet, word processing, internet, email.
  • Excellent communication skills: written and verbal.
  • Ability to educate and/or negotiate on behalf of Head Start programs at local community meetings.
  • Training and training development for small and large groups.
  • At least 21 years old.
  • Initial Health Exam required for all Head Start staff at the employee's expense.
  • Criminal Background Check required for all Head Start staff at the agency's expense.
  • Fingerprinting required for all Head Start staff at the employee's expense.
  • Valid Texas Driver's License Class C and daily access to a vehicle.
  • Vehicle Insurance (Personal injury and liability).

Responsibilities

  • Ensure compliance with policies and procedures established by the Agency for ERSEA component and program-wide child and family Transitions.
  • Develop and implement goals, policies, and monitoring systems for ERSEA and Transitions.
  • Develop professional development systems in the area of ERSEA and Transitions for staff, families, and partners.
  • Prepare and distribute timely reports and tracking regarding ERSEA updates to OHS and Stakeholders.
  • Maintain systems, database, files, etc., ensuring security of data.
  • Conduct Community Assessment in collaboration with the Program Director and CAI Leadership Team.
  • Analyze community assessment information and facilitate planning efforts to determine design options, recruitment efforts, and enrollment guidelines for the Program.
  • Involved with strategic planning processes by utilizing the community assessment and internal data.
  • Perform supervisory responsibilities in accordance with the Agency's policies and applicable laws, including planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Examine, analyze, and evaluate program operations, productivity data, and personnel needs; prepare necessary reports and make recommendations to reconcile program budget(s) and resource allocations.
  • Support and participate in the monthly Policy Council Meetings.
  • Oversee and facilitate the ERSEA Committee to ensure accuracy and transparency.
  • Work within the area of Parent, Family, and Community Engagement Framework (PFCE) and collaboratively with the Management Team, incorporate PFCE values and standards into all ERSEA-related functions.
  • Develop and annually reevaluate Eligibility systems based on the National Poverty Guidelines (updated annually).
  • Provide training to staff and governing body on eligibility.
  • Develop and annually reevaluate systems for recruitment in the proposed service area.
  • Coordinate recruitment efforts with partnering school districts and community.
  • Attend health fairs and conduct child-recruitment in Hays and Caldwell Counties.
  • Maintain Head Start Program recruitment.
  • Oversee processing applications for accuracy and timeliness.
  • Oversee and regularly audit the ChildPlus database related to eligibility, enrollment, and attendance documents.
  • Adhere to an established monitoring schedule, reviewing the ERSEA section of selected children’s files, verifying compliance, and reporting any findings.
  • Analyze, plan, and implement enrollment systems.
  • Plan and provide training related to enrollment systems, policies, and procedures for the department and the Agency.
  • Ensure monitoring, collaborations, and maintain funded enrollment.
  • Maintain accurate and up-to-date waitlist information for all centers.
  • Provide timely written eligibility communication to families.
  • Monitor to ensure compliance related to attendance and follow up on proper attendance improvement plans via Child Plus database.
  • Maintain a tracking system to regularly monitor absenteeism, develop reports, plans, and strategies to increase attendance to 90% or greater throughout the program year.
  • Assist in drafting procedures that address undocumented and unexcused absences.
  • Ensure monthly reports are accurate and submitted on time.
  • Assist parents in becoming their children’s advocates as they transition into Head Start/Early Head Start from home or other child care settings and from Early Head Start/Head Start to the community or Kindergarten.
  • Provide information, referral, and coordinating efforts to link staff and families with appropriate child care resources, by offering training opportunities, materials, and support.
  • Transition planning will consider each child and family’s individual needs and support parents in their role as their child’s primary teacher.
  • Ensure EHS and HS staff are well-trained in supporting timely healthy transitions and expectations regarding communication between home, programs, and public school.
  • Submit time sheets accurately and on time to supervisor.

Benefits

  • Salary: $2,182.99 - $2,679.12/biweekly (commensurate w/experience & education)
