About The Position

Reporting to the Public Works (PW) Operations Manager, the Equipment Maintenance Supervisor oversees and implements the comprehensive program of fleet services, planning the maintenance and repair operations and services of all City owned vehicles and equipment. This position is also responsible for, but not limited to, the purchase/disposal of new equipment and vehicles; the analysis and tracking of equipment/vehicle cost history; and the oversight and performance of skilled mechanical repair and maintenance work on City owned vehicles and equipment. This position is responsible for managing and supervising the Equipment Rental fund. The duties include leading, coaching, and mentoring staff, budget development and oversight, purchasing vehicles and equipment, planning and directing vehicle and equipment maintenance, optimizing operational efficiency, and innovation and technology improvements.

Requirements

  • Completion of an approved apprenticeship program or vocational/community college program in automotive mechanics AND three (3) years of journey-level experience performing skilled mechanical repairs on a variety of vehicles and construction equipment.
  • OR A HS Diploma or G.E.D. AND five (5) years of journey-level experience performing skilled mechanical repairs on a variety of vehicles and construction equipment.
  • May have a combination of experience, education, and training that would substitute for the above requirements.
  • Must pass a thorough background investigation and successfully complete pre-employment medical testing for the ability to perform the essential functions of the position.
  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without a reasonable accommodation.
  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
  • Must possess a valid Washington State driver’s license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier.
  • Must have or be able to obtain a commercial driver license endorsement class A, with air brake and tank endorsement within twelve months of hire.
  • Possession of or ability to obtain within six (6) months of hire a valid industrial first aid card.
  • Possession of or ability to obtain within six (6) months of hire a forklift operator certification.
  • Knowledge of Principles and techniques of management and supervision including: scheduling, supervision, training, coaching, employee relations, performance evaluation, and employee development.
  • Supervising in a unionized environment.
  • Operations, services, and activities of a City Public Works Department.
  • Fleet maintenance techniques and practices, which includes car and equipment repair.
  • Principles and practices of journey-level automotive and equipment mechanics, motor vehicle equipment laws.
  • Methods, equipment, tools, and materials used in the repair and maintenance of vehicles and equipment, including computerized testing equipment.
  • Applicable federal, state, and local laws, regulations, policies, and procedures.
  • Industrial first aid practices and pertinent safety regulations, standards, and guidelines for automotive repair.
  • Budget preparation, control, and monitoring.
  • Principles and practices of supervision and performance management.
  • Related computer programs and software for record keeping, report preparation.
  • Skill in Analyzing problems or complex issues and providing effective and timely solutions or decisions.

  • Prioritize work, manage competing deadlines and multi-task in a fast paced work environment.
  • Read and apply information from technical repair manuals, sketches, and written reports.
  • Interpret and apply applicable federal, state, and local policies, laws, and regulations.
  • Repair and maintain in good working order a variety of vehicles and equipment such as automobiles, gas and diesel pickups, loaders, mowers, and generators; drive and operate a variety of vehicles and equipment.
  • Manage and use a fleet and fuel management system.
  • Prepare budget documents and manage section budget.
  • Communicate effectively orally and in writing; establish and maintain effective working relationships with co-workers and the general public.
  • Keep accurate records of work performed; prepare and monitor a budget; supervise staff.
  • Operate a computer and the software appropriate for the position such as a record keeping database and other diagnostic equipment.
  • Maintain proficiency in all aspects of repairing and maintaining vehicles an equipment.
  • Take initiative in recommending changes in work processes, methods, policies, and procedures.

Responsibilities

  • Plans, organizes, and directs the activities of the Equipment Rental section to ensure work is completed to the highest standards.
  • Monitors day to day operations to ensure high quality system performance (both in terms of consistent service delivery, safety, and quality).
  • Anticipates and troubleshoots problems where needed, assures staff responds quickly and appropriately to system problems, citizen inquiries, internal requests for service, and/or complaints.
  • Develops short and long range maintenance programs and assists the PW Operations Manager with developing operational objectives for the Equipment Rental section.
  • Evaluates operational efficiencies and effectiveness to stimulate improvement, and facilitates quality improvements throughout the Division.
  • Develops performance measurement goals and evaluates performance/cost of operations.
  • Actively participates as a member of the Public Works Operations Division management team.
  • Assists with development of organizational objectives and values, and policy development.
  • Compiles vehicle mileage and gasoline reports; maintains records of vehicle maintenance and repairs; and prepares schedules for maintenance of vehicles and equipment utilizing a fleet management software system.
  • Oversees the requests for all new equipment and vehicles for each City department.
  • Works with departments on specifications for vehicles being considered for purchase, provides recommendations of fleet purchases and processes orders utilizing State and National contracts.
  • Maintains records and drafts vehicle and/or equipment specs as needed for bid.
  • Oversees the inspection of all purchased vehicles and equipment for compliance with specifications.
  • Obtain all documents necessary for titling then submit documents to Thurston Co. for license and title.
  • Set-up all vehicles and equipment in a fleet management system.
  • Manages the disposal of all surplus equipment and vehicles.
  • Oversees the operations, safety, and maintenance of shop related equipment.
  • Manages the operation of the City's fuel supply, and directs fuel purchasing and fuel site maintenance and security.
  • Tracks fuel inventory daily.
  • Oversees the repairs of defective vehicles and equipment including diesel and gasoline powered automobiles, pickups, dump trucks, graders, mowers, diesel generators, and air compressors.
  • Maintains a preventative maintenance program for all City vehicles and equipment; evaluating fleet condition on an ongoing basis.
  • Manages and supervises departmental staff; including selection, development of performance standards, training, coaching, assigning duties and responsibilities, motivating, monitoring work, evaluating performance, and promptly addresses and resolves any performance discrepancies including through the disciplinary process.
  • Ensure that equipment rental staff are trained on positive customer service communication skills.
  • Promotes a strong team culture within the Equipment Rental Section.
  • Establishes and maintains effective working relationships with all departments within the City.
  • Facilitates problem solving in the department and encourages a high degree of communication and feedback between employees and supervisors.
  • Leads by example maintaining a high standards of behavior, performance, and a strong work ethic.
  • Conducts routine performance evaluations and development assessments to assess training needs in the division.
  • Prepares budget proposals for the Equipment Rental Section.
  • Ensures budget requests consistently achieve and/or maintain a cost-effective level of operating and maintenance costs.
  • Prioritizes and monitors expenditures made under the approved budget.
  • Researches State and national contracts and specifications on various vehicles and equipment.
  • Accounts for all assets in Equipment Rental.
  • Attends and participates in professional group meetings; maintains awareness of new trends such as electric vehicles and developments in the fields related to area of assignment, and incorporates new developments as appropriate.
  • Performs other duties as assigned.
