About The Position

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical areas covering HIV, global health security (GHS), maternal, newborn & child health (MNCH), malaria and nutrition. The Project Director (PD) leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders. Reporting to the Vice President, Health Programs, the PD has overall programmatic and fiscal responsibility for the project, including achieving project results, effectively communicating accomplishments, managing contractual deliverables, and ensuring compliance with all US government and the organization’s rules and regulations. Through a matrixed management structure, the PD works closely with the HP leadership team and other project leaders to ensure a closely coordinated approach to project implementation. The selected candidate will lead the project through the final year of implementation and ensure a compliant closeout through December 2027.

• Master’s Degree or its International Equivalent • Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology and Youth or a Related
• Typically requires 15+ years of relevant experience with projects management principles and practices (including 10+ years of strategic leadership and/or management experience).
• Typically requires a minimum of 5+ years of Chief of Party, Principal Investigator or Project Director experience on USG-funded global health projects.
• Proficient with USG rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
• Demonstrated experience in multi-sector project management and implementation.
• Demonstrated strategic planning, staff development and capacity building experience.
• Demonstrated experience in leading and managing complex projects that are strategic in nature and international in scope.
• Experience operating in insecure environments.
• Demonstrated experience in the successful closeout of USG-funded projects, with a preference for global, multi-country projects.
• Experience working in a non-governmental organization (NGO).

• Project Management (PM) Certification preferred.

Responsibilities

• Execute overall project work plans and achievement of project results.
• Direct and monitor implementation of activities within the work plans for the final year of implementation, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill donor and organizational requirements.
• Provide managerial oversight to all project activities, including strong management oversight of project close-out and smooth transition of activities to other mechanisms (as applicable).
• Ensure compliance with all donor-related, organization, and project-specific policies.
• Ensure the timely and complete submission of all contractual deliverables and responses to donor requests for performance, success stories, and financial information for the project.
• Oversee all technical assistance and administrative support activities under the project.
• Oversee the sub-contract and sub- grant cycle close-out based on donor regulations, policies, and procedures.
• Respond to issues that arise during sub-award/contract, and award project implementation including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and/or general performance) findings.
• Working closely with the Director of Finance, provide oversight for the project’s financial management systems and ensure that they are in line with the organization’s policies and procedures and donor rules and regulations, that activities remain within budget, and financial deliverables are submitted on time.
• Supervise, mentor, and motivate the project team in the final year of the project, including but not limited to performance management, professional development, and ongoing feedback, coaching and career support.
• Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.
• Actively work on team- building to ensure productive staff, especially recognizing the sensitivities during project closeout to ensure successful completion of the project.
• Oversee execution of the organization’s personnel policies and ensure that policies and procedures are clearly communicated to staff and are respected.
• Serve as the primary contact for the Department of State Grants Officer Representative (GOR), delegating tasks as appropriate.
• Ensure effective communication across the entire project with team and relevant internal and external stakeholders.
• Maintain a strong and wide network with key partners and stakeholders in assigned area and ensure that the project is represented on appropriate steering and advisory groups.
