About The Position

The Connecticut Department of Energy and Environmental Protection (DEEP) has an exciting opportunity for an Environmental Protection Supervising Air Pollution Control Engineer in the Mobile Source Group (MSG). In this role, you will have the opportunity to schedule, assign, oversee, and review the work of the Mobile Source group staff; develop group and specific project work plans; determine priorities; and conduct performance evaluations. You will also develop project plans to implement mobile source control programs, including incentive programs, and federal or state grant programs pertaining to on-road and non-road mobile sources. This role involves assessing air quality impacts of proposed mobile source regulations or programs, analyzing existing proposed state and federal air quality policies, statutes, plans, and regulatory programs, and assisting in formulating responsive policy options. You will provide technical consultation to various officials and the public, participate on technical committees, and prepare and review technical publications and guidelines. The position may also involve testifying at public hearings and performing related duties as required. This is a full-time, 35-hour a week position with a hybrid schedule available based on agency and scheduling needs. The Mobile Source Group (MSG) is responsible for implementing various mobile source programs, including those related to on-road and non-road mobile sources, transportation fuels, vehicle idling, and sustainable transportation modes like electrification. MSG also manages state and federal grant and incentive programs and conducts technical analyses of federal clean air regulatory proposals. MSG staff participate in regional and national workgroups focused on emission reduction strategies for the mobile sector.

Requirements

  • Eight (8) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments including three (3) years of experience directly related to air pollution control.
  • One (1) year of the General Experience must have been working at the lead level in an air pollution control program.
  • Considerable knowledge of relevant agency policies and procedures.
  • Considerable knowledge of relevant state and federal laws, statutes, and regulations.
  • Considerable knowledge of sources and types of air pollution methods of control.
  • Knowledge of data collection and analysis and quality assurance techniques.
  • Knowledge of instrumentation and techniques for monitoring air pollution.
  • Knowledge of equipment design and operation of electronic telemetry, meteorological monitoring, and data handling equipment.
  • Knowledge of industrial, chemical, and mechanical processes.
  • Knowledge of engineering-related computer applications.

  • Ability to evaluate cost-effectiveness of air pollution control equipment.

Responsibilities

  • Schedule, assign, oversee, and review the work of the Mobile Source group staff.

  • Review and recommend web postings of Air Bureau technical materials.

  • Perform related duties as required.
  • Supervise and perform complex engineering review and analysis of plans and specifications for establishment of new or modified stationary or mobile sources which affect air quality.
  • Supervise engineering studies of effectiveness of air pollution control equipment and instruments.
  • Develop recommendations, including regulations, for improvement.
  • Supervise preparation of reports on types, concentrations, and dangers of source emissions.
  • Supervise compilation of data and preparation of exhibits/presentations.
  • Supervise, recommend, and perform the preparation of administrative and judicial remedies for resolving noncompliance.
  • Supervise preparation of noncompliance penalties.
  • Plan and supervise installation, operation, calibration, maintenance, and repair of air sampling, meteorological, and related telemetry and data processing equipment.
  • Supervise siting of air sampling and meteorological instruments.
  • Supervise staff involved in development, maintenance, use, and modification of air pollution program-related computer models.
  • Supervise source testing and review/analysis of source testing plans and data.
  • Supervise the review of modeling results.
  • Plan and supervise quality assurance programs for air pollution and related instruments and data.
  • Plan and supervise continuous emission monitoring activities.
  • Supervise on-site inspections of air pollution sources to determine nature/magnitude of emissions and status of compliance.
  • Supervise investigations of complaints from the public.
  • Represent Air Compliance Unit at meetings and conferences.
  • May testify in hearings and court cases.
