This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. This position is responsible for supervising inspection staff and the inspections of the Facility Program’s Unit in the Environmental Public Health Division. This includes regulatory responsibility of the following programs: Food Hygiene, Group Care Facilities, Biomedical Waste, Tanning, Tattoo and Body Piercing, Mobile Home and RV Parks, and Migrant Labor Camps.

Requirements

  • Current Florida Driver License
  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, environmental health, public health, or engineering.
  • Certification as outlined in Florida Statutes 381.0101 for Food Protection.
  • To qualify for certification, the incumbent must possess a minimum of a bachelor’s degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, physical or biological science, or public health.
  • KNOWLEDGE: Food hygiene, food and water borne pathogens, basic infection control, basic environmental sampling procedures, media and public relations, thermometer and food equipment, regulations and policies, management principles, budgets.
  • SKILLS: Organization, supervision, report writing, flexibility, managing people and programs, computer databases, interpreting laws and statutes, media and public relations, decision making, State of Florida Certification in Food Hygiene.
  • ABILITIES: Perform site inspections, interpret scientific and technical data, prepare reports, understand applicable rules, regulations, policies and procedures relating to environmental health programs, deal with the public in a tactful, courteous manner, work independently and manage groups.
  • Male applicants born on or after October 1, 1962, will not be eligible for hire or promotion unless they are registered with the Selective Services System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.
  • The successful candidate will be required to complete the Form I-9 and that information will be verified using the E-Verify system.

Nice To Haves

  • Four years of experience performing environmental health duties, and two years of experience as a supervisor or lead inspector of environmental health programs, training staff in day-to-day activities, presenting information to staff and community partners, providing feedback to staff and management.

Responsibilities

  • Ensuring 100% completion of the Facility Program Unit’s inspections at the frequencies outlined in the Environmental Health Program Manual DOHM 150-4.
  • Reviewing Daily Activity Reports (DAR's) and comparing them to inspection reports to ensure accountability daily.
  • Reviewing monthly inspection reports with each employee to ensure inspection expectations are being met.
  • Ensuring ride-along inspections are conducted within office and state policy timeframes.
  • Providing for staff development and training to meet departmental objectives in the areas of quality performance, customer satisfaction, and Facility Program knowledge.
  • Meeting with each staff person at least monthly and holding staff meetings quarterly.
  • Ensuring DAR/EARs are completed and certified within one day of the end of the pay period.
  • Ensuring that all complaints related to Facility Program’s are investigated within two days of receipt.
  • Pulling reports to ensure staff complete complaints in accordance with DOHM 105-4 Chapter Y.
  • Ensuring that all public records requests are responded to and resolved within department timeframes.
  • Serving as a subject matter expert for media and public information.
  • Serving as liaison with other local, state, and federal agencies, and representing the department in meetings with other key governmental agencies and private organizations.
  • Consulting with and advising owners, operators, contractors and the public on rules and procedures pertaining to Facility Program’s and methods of meeting statutory and code requirements.
  • Consulting with developers, contractors and engineers regarding plan approvals, site evaluations, and regulation interpretation and establishment approvals.
  • Supervising the issuing of plan provisos, letters, and denials in accordance with Florida Statues 120.
  • Meeting with the public and clients daily as needed via phone, email, or in person to ensure Facilities regulated by the department understand and comply with regulations, codes, or policies.
  • Responding to customer complaints by the end of the next business day.
  • Serving as the unit’s representative for enforcement meetings, and coordinating enforcement procedures within the unit.
  • Serving as an expert technical witness in administrative and legal matters as necessary.
  • Supervising the staff that investigate the environmental health portion of food borne illness reports, including entering complaints into FLCORS.
  • Responding to mold complaints, assessments as appropriate, and public education.
  • Performing duties necessary to carry on the programs of the Division as assigned.
  • Acting as administrator of the department in the absence of the Environmental Administrator.
  • Assisting administrator in preparing and maintaining the annual budget for all Facility Programs.
  • Coordinating the Community Sharps Program with the county, ensuring red boxes are available to fire departments, participating in outreach as time permits, and ensuring that the program meets code and statute requirements in the building.
  • Serving as assistant building manager for the Bartow Environmental Public Health building.
  • Attending supervisory meetings in person and online.
  • Serving as the Information Custodian of assigned information sets; maintaining the confidentiality of the information in accordance with state, and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security - 3, V, Sec 1-3.
  • Performing other duties as required, including performance of interpreter duties, consistent with skill level, as needed.
  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
  • Incumbent may have access to records containing Social Security numbers in the performance of their job duties.
