About The Position

This is a highly specialized, independent, professional position that will require advanced knowledge in the management, inspection, and experience in environmental regulation of petroleum storage tank facilities within a regional area. Will independently conduct an environmental program within Escambia, Santa Rosa, Okaloosa, Bay, Washington, Holmes, and Walton Counties that will include the preparation of reports from the DEP FIRST system and training of new inspectors. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position performs a wide range of duties under the limited supervision of the Environmental Health Program Consultant – SES. Travel may be required.

Requirements

Responsibilities

  • As the supervisor for the Storage Tank Compliance Program oversees the inspection for proper construction of new and upgraded petroleum storage tank facilities and the coordination of inspections with Petroleum Storage System Specialty Contractors and ensures proper documentation of construction is completed.
  • This position is responsible and accountable for all field staff under their supervision.
  • Will review employee submittments including activity reports, complaint cards, legal notices, and inspection sheets, maintain work analysis tracking systems, evaluating employees’ effectiveness, and conduct field inspections of employees’ work.
  • Provides technical assistance to employees, owners and operators of petroleum storage facilities, consultants, regulators, and the public.
  • Coordinates petroleum storage tank program activities with the Florida Department of Environmental Protection, the Florida Department of Professional Regulation, the United States Environmental Protection Agency, and other groups when necessary.
  • Ensure employees are properly trained and have the required knowledge and skills for conducting storage tank inspections.
  • Ensures employees have required safety training to conduct storage tank inspections.
  • Inspects petroleum storage tank facilities for compliance with corresponding rules and regulation.
  • Preparation of letters of noncompliance related to the enforcement of Chapter 62-761 and 62-762 of the Florida Administrative Code (FAC) to ensure compliance with Florida’s petroleum storage tank rules and current DEP contract requirements.
  • Performs other related or non-related duties as assigned: by supervisor including emergency management duties.
  • This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
  • Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • This position will have access to records containing social security numbers in the performance of job duties.
  • Must be willing to travel through our designated region of responsibility.
  • The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business.
  • State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F.S. §287.17).
  • May be required to use personal vehicle.
