The Environmental Specialist role is responsible for providing technical, regulatory, program support, and expertise on Constellation Nuclear Environmental compliance issues and projects in all relevant areas. This role serves as the program administrator, working with functional areas for assigned programs that directly affect the compliance status of the facility. These programs include Air Permits, DOT shipment of hazardous wastes, National Pollutant Discharge Elimination System (NPDES) permits, hazardous waste and non-hazardous waste regulations, storage tanks, drinking water, SPCC, SARA/EPRA, ISO/Environmental Management System, OSHA chemical safety, and hazmat. The position involves attending and presenting at Site/corporate meetings, interacting with industry trade groups and regulatory agencies to increase knowledge and provide new insights, developing relationships with stakeholders, and developing subject matter expertise. The role also includes developing and providing environmental training to site personnel and interacting with regulatory officials to obtain approvals, permits, certifications, and licenses related to Environmental projects, pollution control systems, or waste management activities.

Requirements

  • Bachelor's degree in Environmental or Chemical Engineering, Biology, Environmental Science, Environmental Studies, Geology or related program/equivalent with 2 years of experience working with environmental programs (i.e., Clean Air Act; Clean Water Act; Safe Drinking Water Act; SARA; Resource Conservation and Recovery Act (RCRA); and/or other environmental program areas)
  • Experience presenting issues and advocating positions
  • Base level knowledge of Federal and State Environmental statutes and regulations
  • Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties
  • Bachelor’s degree in Environmental or Chemical Engineering, Biology; Environmental Science, Environmental Studies, Geology or related program/equivalent with 6 years of experience working with environmental programs (i.e., Clean Air Act; Clean Water Act; Safe Drinking Water Act; SARA; Resource Conservation and Recovery Act (RCRA); and/or other environmental program areas)
  • Minimum of 2 years of experience presenting issues and advocating positions
  • Demonstrated knowledge of multi-media Federal and State Environmental statutes and regulations

Nice To Haves

  • Master's degree or graduate work in engineering, sciences, law or business is preferred
  • Experience in the nuclear utility industry
  • Professional certification or other recognition

Responsibilities

  • Providing technical guidance in assigned programs.
  • Providing regulatory support for all environmental program areas as necessary.
  • Maintaining environmental contracts as assigned.
  • Representing the site during environmental audits conducted by both internal and external organizations.
  • Reacting to and assisting the station and fleet in responding to emergent environmental issues.
  • Managing environmental projects including development of scope, solicitation of proposals, proposal evaluation, soliciting funding, project timeline, budget and deliverables.
  • Serving as technical expert to support and participate in representing Constellation Nuclear in meetings with regulatory agencies, engineering consultants, Legal Counsel (internal and external) and serving on technical committees as assigned.
  • Supporting and performing the evaluation of new technology, processes, and programs and recommending specific actions for Constellation Nuclear operations.
  • Performing other job assignments and duties as directed by management or pursuant to company policy, including but not limited to emergency response, departmental coverage, call outs, and support of outage activities in positions outside the department.
