About The Position

Our client is seeking an experienced Environmental Specialist to support regulatory compliance activities related to 40 CFR Part 112 (Spill Prevention, Control, and Countermeasure – SPCC) within natural gas utility operations. This contract role will serve as a technical environmental resource, focusing on regulatory interpretation, applicability determinations, and compliance implementation across operational facilities. The ideal candidate brings hands‑on experience applying SPCC and tank regulations in utility or industrial environments and is comfortable working with operations, engineering, and regulatory agencies. This is a hybrid role; Tuesday – Thursday onsite in Springfield, VA, and the other days remote. Per our client contract, candidates must be US Citizens or Green Card Holders.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, or a related field
  • 3+ years of environmental compliance experience, preferably supporting natural gas or utility operations
  • Strong experience interpreting and applying environmental regulations, with emphasis on 40 CFR Part 112
  • Working knowledge of SPCC applicability, inspections, and compliance documentation
  • Experience supporting facilities regulated by EPA or state agencies
  • Strong technical writing and documentation skills.

Nice To Haves

  • Direct experience developing and maintaining SPCC Plans
  • Familiarity with oil‑containing equipment used in utility operations
  • Stormwater compliance experience related to oil management and BMPs
  • Experience supporting regulatory inspections or responding to compliance inquiries
  • Professional certifications (CHMM, CSP, PE, or similar).

Responsibilities

  • Serve as the subject‑matter expert for 40 CFR Part 112, including applicability determinations and regulatory interpretation
  • Evaluate natural gas facilities and equipment for SPCC applicability, including: Aboveground storage tanks and containers, Oil‑filled equipment (compressors, hydraulic systems, generators, lubrication systems), Aggregation and secondary containment requirements
  • Lead development, review, updates, and certification coordination of SPCC Plans
  • Develop and maintain tank compliance programs, inspection schedules, and procedures
  • Conduct or oversee facility and equipment inspections and document compliance
  • Identify compliance gaps and support corrective action development
  • Track regulatory deadlines, plan review cycles, spill response actions, and training requirements
  • Lead regulatory response activities related to oil spills, including reportability and notifications
  • Support regulatory inspections and audits; interface directly with regulators as needed
  • Provide environmental regulatory guidance to internal stakeholders
  • Coordinate stormwater compliance activities related to oil management
  • Support capital projects to ensure SPCC and tank requirements are addressed
  • Develop and deliver environmental compliance training.
