About The Position

Parsons is looking for an amazingly talented Environmental Specialist to join our team supporting our Federal client! In this role you will join a multi-disciplined environmental team providing onsite support at the client office.

Requirements

• BS Degree in Environmental Engineering, Environmental Science, Planning or related field
• 5+ years NEPA and/or Section 106 experience in support of multi-$M Federal client construction programs.
• Experience in producing NEPA-related documentation
• Ability to manage projects, interface with clients and enjoy being hands on technically in the project.
• US Citizenship required

Nice To Haves

• 8+ years preferred experience in NEPA and/or Section 106 experience in support of multi-$M Federal client construction programs.
• Broad knowledge and experience with NEPA/environmental compliance support for Federal facilities and related infrastructure construction projects
• Broad knowledge and experience with environmental investigations and cleanup for Federal facilities and related infrastructure construction projects
• Deep familiarity with environmental standards, procedures, and approval processes, including U.S. Coast Guard Environmental Planning Implementing Procedures
• Certification as PMP with the Project Management Institute (PMI)
• Developed soft skills working as part of a team with Federal client
• Excellent writing and oral communication skills.
• Proven ability for performing in a lead capacity on a project

Responsibilities

• Assist client with executing specific environmental requirements in support of their expanding construction program including: perform environmental reporting and project planning tasks in support of engineering, planning, and construction teams
• Conduct detailed environmental analysis of facility master plans, including identifying and assessing environmental impacts of specific projects and activities
• Perform desktop environmental reviews of proposed project sites during project planning
• Assist with appropriate levels of NEPA review for each proposed government action
• Prepare and/or review programmatic Environmental Assessments and all necessary associated NEPA documentation
• Contribute to RFP and scopes of work development and review of cost estimates
• Support Federal client in engaging with the public and stakeholders, including drafting public notices, attending public meetings, and providing assistance with drafting responses to public comments
• Coordinate and consult with relevant federal, state, and local agencies, including U.S. Environmental Protection Agency (EPA), U.S. Fish and Wildlife Service (USFWS), and State Historic Preservation Office (SHPO).
• Conduct site visits to assess federal, state, and local environmental regulatory requirements
• Perform reviews of wetland assessments and delineations, threatened and endangered species habitat assessments, and Coastal Zone Management Act consistency determinations.
• Review Phase II Environmental Site Assessment and Environmental Site Investigation reports
• Review Stormwater Pollution Prevention Plans
• Assist with responding to environmental-related Requests for Information from construction contractors
• Advise client on matters related to compliance with environmental regulations and standards.
