The Mecklenburg County Solid Waste management program has two vacancies in our Environmental Specialist II class. We are seeking highly motivated individuals that have environmental backgrounds that enjoy working outdoors. As an Env. Specialist II, you would perform environmental sampling activities at our various facilities, as well as inspections of facilities that hold environmental permits.

Requirements

• Minimum of two years of experience.
• Bachelor's degree in an environmental or scientific field.
• Combination of relevant education and relevant experience accepted?: Yes
• Requires a valid North Carolina or South Carolina Driver's License
• Requires County Driving Privileges
• Annual Motor Vehicle Record (MVR) check required
• Knowledge of Environmental assessment and pollution control principles, practices and methods
• Field testing, sampling and investigation techniques and procedures
• Federal, state and local environmental laws, rules and regulations
• Skills Maintaining field monitoring and data equipment
• Conducting field observations
• Preparing reports
• Collecting field samples
• Organizing, evaluating, and acting upon observations identified in the field
• Abilities Applied Learning: Assimilating and applying new job-related information in a timely manner

• The incumbents may also assist the Solid Waste Management Program in developing and implementing outreach, operational and environmental programs involving waste and recycling.
• The position will be involved with the implementation of the Solid Waste Program Environmental Management System (EMS).
• The position will be part of a team that monitors and regulates the community about solid waste management and waste minimization strategies and incumbent must have strong communication skills.
• Incumbent will also assist with safety program monitoring and have a strong understanding of safety and regulatory processes for the solid waste industry.

Responsibilities

• Work will include sampling of groundwater wells, collecting surface water samples, and monitoring landfill gas wells.
• This job will require the successful applicant to spend a significant amount of time in the field, and not in an office environment.
• The position will also inspect some non-County facilities, and this job will require driving County vehicles and a valid driver’s license.
• The successful applicant will gather data, prepare reports, and present to internal management.
• The incumbents may also assist the Solid Waste Management Program in developing and implementing outreach, operational and environmental programs involving waste and recycling.
• Work will be centric around: developing and implementing waste management strategies, building, and maintaining relationships with the impacted communities.
• The position will be involved with the implementation of the Solid Waste Program Environmental Management System (EMS).
• The position will be part of a team that monitors and regulates the community about solid waste management and waste minimization strategies and incumbent must have strong communication skills.
• Many activities will be field based.
• Incumbent will also assist with safety program monitoring and have a strong understanding of safety and regulatory processes for the solid waste industry.
• Performs technical and investigative work involving enforcement of various codes and regulations to protect public health, safety, and the environment.
• Under minimal supervision, may also perform site inspections, collects and analyzes samples and data, and responds to citizen complaints.
• Review field inspection reports and assign and monitor follow-up corrective and enforcement actions and plans
• Investigate complaints concerning suspected violations of environmental laws, rules and regulations
• Coordinate and participate in enforcement actions with external agencies
• Draft, prepare, and review reports, correspondence and other documents concerning complaints and enforcement activities
• Consult with management, other governmental agencies and industry representatives on environmental matters
• Develop data processing applications involving databases and spreadsheets to compile, inventory, and manage field testing, sampling and investigations data
• Order field equipment and supplies used in conducting field sampling, testing and investigations
• Provide technical guidance and may schedule, assign, train and oversee review the work of others
• Conduct field tests, sampling, and investigations to assess the natural environment and to determine sources of and methods for controlling pollutants in air, water and soil
• Perform public education and outreach activities in various settings such as the field, office or classroom environments
• Assist with the preparation of grant applications to fund environmental programs as directed.
• Operate environmental monitoring equipment, following quality controls and good laboratory practice (GLP).
