About The Position

This is an internal promotional opportunity only. Only current DOH employees will be considered. This is a Specialist II level position and is responsible for coordination of the OSTDS operating permit program, OSTDS permit review and issuance, and the partial direction of ES I staff with regards to all operating permit requirements. Responsible for dealing with public, contractors, and other professionals regarding all aspects of FAC 64E-6 and demonstrating expertise in this area.

Requirements

  • Bachelor's degree from an accredited college or university in a natural or earth science and/or a minimum of 30 approved hours of science credits and degree. A bachelor's degree is required per 381.0065(8)(c)1 F.S. and section 381.0101, FS to be a Certified Environmental Health Professional (CEHP). (Must supply transcripts prior to interview).
  • Valid drivers’ license and reliable transportation for field use
  • 2 years of work experience with customer service aspects or training
  • Capable of performing strenuous physical activities in the field in all types of weather including, but not limited to, lifting 55 lbs. and climbing in and out of excavations exceeding 24” in depth
  • FDOH Certification necessary for the regulation, inspection, and enforcement of FAC 64E-6 for Onsite Sewage Treatment and Disposal Systems.
  • Ability to multi-task and follow supervision.
  • Skilled in the use of computer databases and data entry.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English. Applicants who do not meet this requirement will not be considered.

Nice To Haves

  • Current certification by Florida DOH in all aspects of OSTDS
  • 1 years of experience with OSTDS Operating Permit requirements/inspections
  • 2 years of work experience within the OSTDS program
  • 2 years of work experience within the environmental health field (DOH preferred)
  • Experience with Environmental Health Database and OSTDS specifications data entry
  • Experience with Hillsborough County rules and ordinances regarding OSTDS requirements

Responsibilities

  • Required to instruct, assist, and direct program staff.
  • Review of work product and proper documentation and input of information into all necessary databases.
  • Assist with and provide solutions to issues involving staff and OSTDS program requirements.
  • Review of permitting and direction of staff (ESI) with regards to all aspects of operating permit requirements and other activities including official notices and potential legal action and coordination with district legal counsel.
  • Knowledge and implementation of local City/County Codes/Ordinances which pertain to permitting and regulation of OSTDS.
  • Expertise in any and all onsite sewage program rules and regulations (both state and local).
  • Notifications to clients and maintenance entities regarding operating permit status and requirements.
  • Education of other agencies, the public, contractors, clients, and staff in all aspects of OSTDS.
  • Participation on councils, workgroups, etc.. within DOH-Hillsborough County
