About The Position

The Ohio Environmental Protection Agency (Ohio EPA) is seeking an Environmental Specialist 2 to join the Division of Materials and Waste Management (DMWM) at its Central Office in downtown Columbus, Ohio. This role is crucial for protecting the environment and public health by ensuring compliance with federal and state environmental laws. The specialist will coordinate the development and review of proposed and existing rules and policies, compile rules packages, and ensure public access to these documents. Additionally, the position involves providing technical assistance on solid waste, infectious waste, and construction and demolition debris programs, as well as developing guidance and participating in rulemaking. The selected candidate must obtain registration as a Registered Environmental Health Specialist-in-Training or Registered Environmental Health Specialist within six months of employment, as per Ohio Revised Code Section 4736.10. Failure to obtain this registration may result in dismissal. During the registration period, the employee must be accompanied by a Registered Environmental Health Specialist when practicing environmental health.

Requirements

  • 12 months of experience as an Environmental Specialist 1, 85861.
  • OR 4 years of training or 4 years of experience in a position involving engineering or chemistry, physics, biology, environmental science, geology or hydrogeology and/or other comparable physical or health science field and/or mathematics which included responsibility for conducting compliance monitoring surveys and/or inspections/reviews or investigations, or review of permit applications relative to oil & gas well operations or injection, annular disposal & saltwater injection wells & enhanced recovery projects or coal mining, or solid/hazardous waste sites or industrial & municipal wastewater dischargers, or collecting, compiling & preparing various environmental assessments, evaluations, reports & related documents. Training & experience must be commensurate with duties to be assigned.
  • OR a baccalaureate degree in engineering, chemistry, physics, biology, environmental science, earth science and/or urban & regional planning, geology or other comparable physical or health science fields, with training to be commensurate with duties to be assigned.
  • Must obtain registration as a Registered Environmental Health Specialist-in-Training or Registered Environmental Health Specialist in accordance with Section 4736.10 of the Ohio Revised Code from Ohio Department of Health within six months of the initial date of employment.
  • Official educational transcripts are required for post-high school educational accomplishments, coursework or degrees claimed on the application.

Responsibilities

  • Coordinate the process for development and review of the division’s proposed and existing rules or policies in accordance with Ohio Revised Code (ORC) Section 119.
  • Compile all rules packages and reviews for completeness and adherence to Legislative Service Commission (LSC) guidance and requirements.
  • Coordinate with legal records, appropriate divisions, and agency staff to ensure that rule packages are available to the public by scheduling the preparation of rule packages, public notices, public hearings, and posting notices and rules on DMWM’s webpage.
  • Provide technical assistance to staff, health districts, the regulated community, and the public on Ohio’s solid waste, infectious waste, and construction and demolition debris programs.
  • Develop guidance and standard procedures.
  • Participate in rulemaking.
