About The Position

The Environmental Regulatory Specialist provides specialized regulatory and compliance expertise supporting the City’s Water & Sewer operations, with a primary focus on wastewater treatment, water quality, and Clean Water Act requirements. The position works closely with the Wastewater Treatment and Reclamation Facility Superintendent, Laboratory Manager, Industrial Pretreatment Manager, Water Quality & Regulatory Compliance Manager, Engineering, Operations, and other City staff. The position supports the development, implementation, and administration of environmental compliance programs and serves as a subject matter expert on current and emerging local, state, and federal regulatory requirements. The Environmental Regulatory Specialist leads assigned Clean Water and wastewater regulatory activities, monitors regulatory developments, evaluates operational and capital impacts, and translates regulatory requirements into practical compliance strategies for City operations.

Requirements

Bachelor’s degree in Environmental Science, Environmental Engineering, Chemistry, Biology, Water Resources, Natural Resources, Public Administration, or a closely related field.
Three (3) to five (5) years of progressively responsible experience in environmental regulatory compliance, water quality, wastewater, environmental permitting, or a related field.
Experience interpreting and applying environmental regulations, permits, and regulatory requirements.
Experience working with regulatory agencies and preparing regulatory documentation, reports, or permit applications.
Experience coordinating projects, programs, or regulatory compliance initiatives.
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND Possession of a valid driver’s license.

Nice To Haves

Five (5) or more years related experience in environmental regulatory compliance, water quality, wastewater, environmental permitting, or a related field.
Experience with Clean Water Act and NPDES permitting and compliance, particularly within a municipal wastewater or utility environment.
Experience with wastewater treatment, biosolids, air quality, pretreatment, or water-quality regulatory programs.
Knowledge of Colorado environmental regulations and experience working with state and federal regulatory agencies.
Experience working for a municipality, public utility, or other public-sector organization.
Master’s degree in Environmental Science, Environmental Engineering, Water Resources, Public Administration, or a related field.

Responsibilities

Develop, implement, and administer environmental regulatory and compliance programs supporting City plans, operational needs, regulatory requirements, and organizational goals.
Lead and coordinate compliance efforts for the Wastewater Treatment and Reclamation Facility, including requirements associated with the Clean Water Act, NPDES permitting, air quality permitting, biosolids management, and other applicable environmental regulations.
Lead or co-lead NPDES permit renewals and modifications; track permit conditions and compliance obligations; and translate regulatory and permit requirements into clear, implementable actions for wastewater treatment and collection operations.
Monitor proposed and emerging local, state, and federal regulations; evaluate potential operational, financial, and capital impacts; and communicate regulatory changes and recommendations to leadership and affected City departments.
Serve as Project Manager or subject matter expert for regulatory studies and initiatives, including Regulation 38, the City’s Well Ordinance, antidegradation requirements, temperature studies, and other environmental regulatory matters.
Coordinate with Engineering, Operations, Laboratory, Industrial Pretreatment, the City Attorney’s Office, and regulatory agencies to address compliance requirements, permitting issues, regulatory interpretations, and implementation strategies.
Track regulatory requirements, compliance activities, and program performance and prepare required reports, documentation, and information for applicable local, state, and federal agencies.
Research regulatory, scientific, industry, and technology trends; evaluate their potential application to City operations; and support continuous improvement of programs, processes, and service delivery.
Support initiatives that go beyond minimum regulatory compliance when established through Water & Sewer Board, City Council, department, or organizational priorities.
Develop and coordinate regulatory training, assessments, educational materials, and other activities for City staff and, when appropriate, the public.
Respond to regulatory and technical inquiries and support public engagement and educational efforts related to environmental compliance programs.
Represent the City and participate in relevant regulatory, industry, and stakeholder organizations and workgroups, including local 208 planning agencies, CWWUC, CWF, and other appropriate organizations.
