About The Position

This position is located in the Water Quality Division - Municipal Wastewater Enforcement Section in Oklahoma City. All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorship for those on a H1B visa. This position requires in-office work Monday - Friday. Other than regular field work, there is no remote work allowed.

Requirements

  • Valid government issued driver’s license
  • Level I - bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering.
  • Level II - those identified in level I plus one (1) year of professional experience in one of the areas listed; or a master’s degree in a qualifying area.
  • Level III - those identified in level I plus three (3) years of professional experience in one of the areas listed; or a master’s degree plus two (2) years of professional experience in one of the areas listed.
  • Level IV - those identified in level I plus four (4) years of professional experience in one of the areas listed; or a master’s degree in a qualifying area three (3) years of professional experience in one of the areas listed.
  • Applicants must be within 60 days of obtaining their degree.
  • Applicant must be able to utilize basic PPE such as hard hats, steel-toed boots, as well as ear, eye, and hand protection for extended periods up to several hours per day.

Responsibilities

  • Coordinating with enforcement on complaints received for MS4 Permittees
  • Provide technical assistance to MS4 Permittees for Permit compliance
  • Plan and conduct MS4 Program Audits and other MS4 inspections
  • Assistance Section Manager in implementing and tracking of the Sections MS4 Program activities
  • Review documents submitted by MS4 Permittees for Permit compliance (annual reports, SWMPs, and TMDL related documents)
  • Serve as a backup and provide assistance as needed to the Sections Industrial Pretreatment Program Coordinator
  • Serve as Program Coordinator for the Municipal Separate Storm Sewer System (MS4) Program.
  • Evaluate compliance status of the 55 MS4 Permittees by coordinating with Section staff to evaluations, audits, and site visits.
  • Coordinate with Section Manager on tracking on MS4 program elements.
  • Review and process the MS4 Program documents submitted to the Section.
  • Coordinate with the Wastewater Compliance Tracking Section to ensure all necessary information is put into the compliance tracking system.
  • Assist in the development and renewal of all Phase I MS4 Individual Permits, OKR04 Phase II MS4 General Permit, and the OKR10 Construction Stormwater General Permit.
  • Directly respond to or coordinate responses to queries from permittees, the public, media, and other governmental agencies regarding the MS4 Program.
  • As the primary MS4 Program representative, represent DEQ at public meetings, training, and outreach events and be the lead representative regarding the MS4 Program with EPA.
  • Cross-train with and serve as backup to the Section’s Industrial Pretreatment Program Coordinator.
