Under the administrative direction of the Emergency Management/Utilities (EMU) Department Director, the Environmental Program Specialist manages City-wide environmental compliance programs, water and wastewater regulatory functions, stormwater/NPDES reporting, floodplain management, right-of-way (ROW) environmental programs, and streetlight management. This position performs advanced administrative, technical, and field work to ensure compliance with federal, state, and local regulations and to support safe, effective utility and public infrastructure operations. The role includes overseeing regulatory permits, preparing compliance documentation, supervising consultants, coordinating with regulatory agencies, conducting inspections, and supporting the City’s Community Rating System (CRS) program. The coordinator also manages streetlight inventories and maintenance coordination and provides public outreach on environmental and infrastructure topics. Significant independent judgment, technical knowledge, and collaboration across City departments are essential.
