The North Carolina Department of Environmental Quality’s Office of Continuous Improvement is hiring an Environmental Program Consultant to serve as a subject matter expert for the Emerging Contaminants in Small or Disadvantaged Communities (ECSDC) source assessment team. The consultant ensures that programmatic technical objectives, contractual obligations, and management directives are established, communicated, and achieved. The role is a primary liaison with ECSDC engineering contractors and contracted project management, audit, and grant reporting staff. Internally, the consultant collaborates with DEQ technical staff and reviews contractor source assessment processes and deliverables—including conceptual model development, PFAS fingerprint analysis, and use of multivariate statistical tools—to ensure they follow current, agency-accepted investigative processes. The position provides hydrogeological technical assistance to internal and external stakeholders, with an emphasis on PFAS assessment or remediation. It independently leads meetings and presents assessment results and other deliverables in writing and through presentations, evaluates exposure routes to prioritize sites, and systematically assesses project effectiveness and efficiency. The consultant may also organize community engagement events, collect and organize data, and support accurate reporting. This is a full-time, 40-hour-per-week position with applicable State benefits. It currently qualifies for a hybrid telework option with routine office and remote workdays; telework arrangements may change at management’s discretion. The position is exempt from the Human Resources Act, except for Articles 6 and 7. The recruitment salary range is $63,927–$101,703.
