The City of Gilroy is seeking a qualified professional to serve as an Environmental Programs Analyst. This is a full-time journey-level, exempt position that performs independent, professional-level analytical and program management work in support of the City's environmental compliance and sustainability initiatives. Under the general direction of the Environmental Programs Manager, the Analyst manages a variety of environmental programs, projects, budgets, research, regulatory reporting, and administrative assignments requiring sound judgment, strong analytical skills, and a thorough understanding of applicable laws, regulations, policies, and procedures. Primary responsibilities include administering and ensuring compliance with SB 1383 Organics Recycling requirements, the Statewide Trash Amendments, and the Municipal Separate Storm Sewer System (MS4) Permit. The position conducts field inspections, monitors regulatory compliance, maintains program data, prepares technical reports, coordinates with regulatory agencies, contractors, consultants, and the public, and supports community outreach and education efforts. The Analyst also researches and evaluates environmental issues, develops recommendations and policies, coordinates projects across City departments, and monitors changes in environmental regulations. Depending on operational needs, the position may supervise full-time and part-time employees, interns, volunteers, and consultant.
