About The Position

The New York City Housing Authority (NYCHA) is seeking an Environmental Planner to join its Asset & Capital Management (A&CM) Division, specifically within the Sustainability Department's Environmental Planning Unit. This role is crucial for managing and executing environmental reviews for NYCHA projects under CEQR, SEQRA, and NEPA. The Environmental Planner will utilize technical and regulatory expertise to ensure compliance and support a wide range of projects, including sustainability initiatives, capital rehabilitation, and real estate development. The position involves research, data analysis, inter-agency coordination, and presenting findings to various stakeholders. The A&CM Division is responsible for a significant capital projects portfolio and focuses on modernizing NYCHA buildings, enhancing sustainability, and improving resident quality of life. The Sustainability Department specifically works to reduce the Authority's environmental impact and promote healthy living environments.

Requirements

  • Permanent civil service status in the title of City Planner to be considered.
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or A satisfactory combination of education and/or experience that is equivalent to the above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
  • One additional year of professional experience as described above for Assignment Level III.
  • Two additional years of professional experience as described above for Assignment Level IV.

Responsibilities

  • Manage and participate in the preparation of Type II, EAS, EAF, EIS, and similar environmental review documentation for multiple portfolios.
  • Administer the CEQR, SEQRA, and NEPA processes.
  • Assist with onboarding of other environmental professional services as needed.
  • Consult and coordinate with local, state, and federal regulatory agencies.
  • Serve as the NYCHA liaison for inter-agency environmental collaborations.
  • Support the Agency’s environmental response activities as required.
  • Establish project timelines and ensure projects are completed on schedule.
  • Draft and review requests for proposals.
  • Present analyses to the Deputy Director of Environmental Planning, NYCHA Executive Team, inter-agency partners, elected officials, residents, stakeholders, and colleagues.
  • Work closely with colleagues from NYCHA and NYC, NY State, and Federal agencies involved in the development of affordable housing.
  • Ensure project consistency with the current environmental review requirements, NYCHA Sustainability Agenda and Annual Plan.
