About The Position

Principal Environmental Planner and NEPA Project Manager Ready to make a difference? ICF is seeking an experienced Principal Environmental Planner and Project Manager with consulting experience to play a key role in our growing environmental planning business. The ideal candidate will have experience and technical expertise leading projects through compliance with the National Environmental Policy Act (NEPA) and associated regulations. We help clients achieve compliance with NEPA through the preparation of or review of Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Categorical Exclusions (CatExs) for projects nationwide. This position will support clients’ NEPA compliance for transportation and energy projects, including commercial space transportation, renewable energy, mining, pipelines, and transmission.

Requirements

Bachelor’s Degree in natural or physical science, public policy, economics, environmental management or related subjects.
12+ years of professional experience preparing and/or reviewing documents in compliance with NEPA and associated regulations.
Ability to travel for client meetings, as needed.
Proficiency with Microsoft Office Suite (PowerPoint, Word, Excel, SharePoint).
Strong organizational skills and attention to detail, including ability to prioritize and multi-task under strict deadlines.
Strong problem-solving skills and demonstrated ability to succeed with new and challenging tasks.
Setting challenging, measurable and sustainable goals in collaboration with manager(s).
Identifying and meeting the needs of clients within established guidelines.
Working collaboratively with project team and client to achieve established goals.

Responsibilities

Acting as the PM on NEPA documents as a representative for commercial clients and lead agencies.
Leading consultation efforts and ensuring compliance with relevant laws including Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic Preservation Act (NHPA).
Directing technical staff on project teams.
Coordinating project deliverables with document production staff.
Monitoring project scopes, schedules, and budgets.
Organizing and facilitating meetings (such as preparing agendas, developing and presenting meeting content, and preparing summaries).
Communicating with clients, applicants, stakeholders, and agency staff.
Reviewing environmental components of applications to ensure enough information is available to initiate and conduct the NEPA process.
Interacting with applicants and agency staff to provide guidance and direction on NEPA compliance.
Helping agency staff manage the preparation of CatExs, EAs, and EISs (which are usually prepared by the applicant’s contractor).
Reviewing NEPA documents prepared by the applicant’s contractor for adequacy and completeness.
