About The Position

BB&E is seeking a dynamic and detail-oriented Environmental Planner/NEPA specialist for an on-site position for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site Environmental Planner/NEPA specialist will provide comprehensive support for NEPA to ensure environmental planning is implemented for compliance with federal, state, and local laws, regulations, NPDs, NPRs, and Center level requirements and/or related agreements. The Environmental Planner should also have expertise in Natural Resources and Cultural Resources.

  • Knowledge and experience of Federal Environmental laws and regulations.
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
  • Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
  • Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.
  • Must have at least 10 years’ experience as an Environmental Planner/NEPA Specialist with direct experience, including local and state regulatory requirements, related to the technical elements outlined herein.
  • Natural and Cultural Resources experience is required.
  • A minimum Bachelor of Science (BS) degree in environmental science or engineering

Responsibilities

  • Prepare Environmental Assessments or Environmental Impact Statements, Executive Order 12114 Reports, and/or other related surveys and studies.
  • Coordinate meetings, public notices and provide recommendations for comment responses
  • Support the NEPA analysis and documentation within 10 calendar days through the GSFC Environmental and Safety Review (E&SR) portal
  • Support the E&SR process in the program or project planning phase to determine environmental impacts and requirements, or need for additional information, as well as identify and consult on alternatives. Includes participation in environmental planning meetings with project proponents and preparation of meeting notes.
  • Support determination of NASA’s role and participate in any NEPA analysis undertaken by a non-NASA organization.
  • Conduct research and studies and/or attend planning or public meetings, as needed, providing advice and comment to applicants and proponents, Resident Agencies (e.g., NOAA, Navy) and tenant partners if requested by the Government.
  • Coordinate with action proponents for receipt of information (e.g., attending project meetings and/or demonstrations, site visits, requesting additional project description information, follow-up questions for revisions and updates from PM/PIs, chemical lists, etc.) necessary for completing environmental review and documenting E&SR, Environmental Assessment (EA), and Environmental Impact Statements (EIS).
  • Maintain Administrative Record of NEPA documents at the Center level requirements, and HQ EMD requirements (e.g., NETS).
  • Conduct Environmental Due Diligence for Real Property actions, Personal Property disposal, and Demolition projects.
  • Support annual and semi-annual updates to the Environmental Sensitivity Map.
  • Develop and maintain the Center's Environmental Resource Tool (ERT) with an annual reviews and minor updates.
  • Prepare a work plan and conduct noise studies or surveys and prepare report associated with the study/survey.
  • Develop, maintain, and update Procedural Guidelines (PGs), Work Instructions (WIs), and standard operating procedures (SOPs) necessary for environmental planning and environmental due diligence activities of EMD.
  • Monitor and evaluate implementation of NEPA commitments to ensure compliance.
  • Utilize, and update the Center’s tracking mechanism
  • Annually monitor and evaluate FONSIs and RODs applicable to ongoing activities to assess the current adequacy of previous assessments and potential need for a five-year update.
  • Provide NEPA training at the required frequency based on NASA NPR, Center Procedures
  • Natural Resource Management - focused on understanding, protecting, and improving the health of natural resources through policy and plan development and oversight, including Endangered Species Act (ESA) Section 7 compliance, Clean Water Act Section 404, Marine Mammal Protection Act (MMPA), and Migratory Bird Treaty Act (MBTA).
  • Services Cultural Resource Management – focused on Section 106 of the National Historic Preservation Act of 1966, as amended and the NASA-wide Programmatic Agreement (NPA; 2025). NASA Centers are required to work with the State Historic Preservation Office (SHPO), Tribes, and consulting parties to ensure that historic buildings and assets are properly documented and recorded before an undertaking
  • Support the preparation and maintenance of the Integrated Cultural Resources Management Plans (ICRMP) and ICRMP Annual Reports.
