About The Position

The Manager, Environmental, leads environmental compliance and permitting activities for the company. This role manages a team of environmental and regulatory specialists and is responsible for ensuring compliance with applicable federal, state, and local environmental, air, and pipeline-related regulations. The position provides environmental and permitting leadership for new and existing gas and liquids pipelines, processing facilities, terminals, docks, rail yards, and other midstream infrastructure projects, while supporting operational excellence, regulatory integrity, and environmental stewardship.

Requirements

  • Exceptional written and verbal communication skills, along with strategic thinking, negotiation, presentation, and interpersonal abilities.
  • Strong communication and training skills for effectively conveying compliance requirements to operations staff.
  • In-depth knowledge of federal, state, and local environmental laws and regulations.
  • Familiarity with occupational health and safety standards and practices.
  • Expertise in creating and implementing environmental compliance programs.
  • Demonstrated capability in managing permitting processes for infrastructure projects.
  • Strong relationship management skills with regulatory agencies.
  • Experience in conducting internal audits and evaluations of compliance programs.
  • Proficient in managing compliance program software.
  • Ability to provide guidance on safety programs and compile safety statistics.
  • Skilled in prioritizing tasks and meeting deadlines effectively.
  • Comprehensive understanding of federal, state, and local environmental and air permitting regulations, with a particular focus on Texas, New Mexico, Oklahoma, and Pennsylvania.
  • Bachelor’s degree in a relevant field preferred or 8 years’ experience in lieu of degree
  • 4 years’ experience working within the environmental and compliance field, preferably with an oil and gas company or environmental consultant
  • 3 years’ management experience.

Responsibilities

  • Directly manages two or more environmental and regulatory professionals, providing leadership, professional development, and performance management.
  • Leads the development, implementation, and execution of environmental and regulatory compliance programs across the organization.
  • Identifies gaps in existing programs and develops new procedures and systems as necessary to ensure regulatory compliance and environmental protection.
  • Supports workforce development by mentoring EH&S and regulatory staff and fostering a culture of accountability and continuous improvement.
  • Ensures timely and accurate submittal of all required environmental, air, and regulatory reports, including associated fees.
  • Cultivates and maintains productive working relationships with federal, state, and local regulatory agencies and inspectors.
  • Represents the company during regulatory inspections, inquiries, and external agency audits as required.
  • Monitors regulatory developments and evaluates impacts to company operations and projects.
  • Oversees environmental permitting efforts for new and existing midstream assets, including pipelines, processing facilities, terminals, docks, and rail-related infrastructure.
  • Provides environmental permitting guidance to business development and commercial teams to support project feasibility assessments and risk identification.
  • Collaborates closely with business development, engineering, operations, and third-party consultants or contractors to prepare and submit required permit applications aligned with project schedules.
  • Ensures environmental considerations are integrated into project planning, execution, and operational readiness.
  • Conducts internal audits and compliance evaluations to assess the effectiveness of environmental programs.
  • Identifies deficiencies, develops corrective actions, and tracks implementation to closure.
  • Maintains the organization’s audit readiness through proactive program assessment and documentation control.
  • Recommends and implements enhancements to environmental and regulatory compliance programs.
  • Communicates environmental, air, and regulatory permit requirements to operations personnel.
  • Ensures effective training programs are developed and maintained to support compliance obligations.
  • Oversees environmental and regulatory compliance software systems, including data integrity and system utilization.
  • Coordinates with the safety department to provide input to safety programs and compiles and reports safety-related statistics to senior leadership and the company board as required.
  • Performs other related duties as assigned.
