About The Position

INTELLIGENCE FEDERAL is a government contractor providing high-level professional support to Federal Government clients. We are looking for an Environmental Litigation & Hearing SME (Attorney) to support a major Federal client. We are seeking a high-level attorney with expertise in administrative law, environmental regulations, and New Mexico state regulatory experience to assist the government attorneys in managing complex compliance and environmental law matters. Hours: Part time, approximately 20 hours per week. As this position will be working on administrative hearings, the attorney will need to flex hours up for hearings. Location: Remote, but travel will be required for hearings Time Frame: Contract is expected to last 2-3 years.

Requirements

  • Attorney with Bar license and Juris Doctor (JD) degree with 10+ years of experience in environmental litigation and administrative hearings
  • Must have extensive experience with RCRA and a history of working with NMED and the New Mexico Office of the State Engineer.
  • Attorney must be in good standing in their licensed states but need not be licensed in New Mexico
  • Proven experience managing complex matters involving both federal and state regulatory schemes, particularly in the Western U.S. and Southwest.
  • Strong legal research, writing, analytical, strategic thinking, and problem-solving skills.
  • Ability to manage multiple priorities and meet deadlines in a remote setting.

  • Expertise in siting matters is considering highly beneficial
  • Ideally, the Attorney will have an established relationship with a technical firm for engineering or regulatory compliance

Responsibilities

  • Handling challenges against NMED-issued compliance orders under RCRA
  • Support administrative hearings for WIPP and LANL, ensuring coordination an and protection of agency interests
  • Use legal expertise to assist in providing solutions and options in complex environmental law questions.
  • Address New Mexico water rights and permitting, groundwater use and injection, and compliance issues involving NMED and the NM Office of the State Engineer.
  • Provide support on PFAS-related matters, New Mexico RCRA compliance on soil cleanup standards and cultural and biological resources consultation for compliance with laws such as the Historic Preservation Act, Endangered Species Act, and Migratory Bird Act.
