About The Position

The Department of Environmental Protection is announcing an Environmental Licensing Specialist II vacancy, based in Augusta. This position will focus on licensing responsibilities. This is professional services work involving review of environmental license applications within the Department of Environmental Protection. Responsibilities include analyzing technical and scientific information, drafting decision documents, interpreting laws, rules, regulations, and policies, defending license decisions before legal and administrative bodies, and leading project teams for complex, large, and/or controversial project proposals. Supervision may be exercised over subordinate personnel. This classification is distinguished from the lower-level classification by the increasingly complex and controversial nature of the assignments and by the project planning and management focus of the work, including team-leading/supervising. Work is performed under limited supervision. There will be remote work opportunities available with this position based on Department guidelines.

Requirements

  • Intermediate education, training and/or experience in environmental science or a related scientific field demonstrating a seasoned ability to analyze and process permits, applications, licenses, and technical information.
  • Demonstrated directly related experience working with environmental laws, rules, regulations, and complex technical evaluations in a scientific and/or legal field.
  • Experience with caseload oversight is preferred.

  • Education that emphasizes concepts and techniques involved in natural resources protection and/or management.
  • Strong analytical and writing skills.
  • Experience with or knowledge of environmental regulatory programs at the federal, state, and local level, particularly Maine’s Site Location of Development Law, Natural Resources Protection Act, and Stormwater Management Law.
  • Demonstrated interest in the implementation of environmental policy.
  • GIS/database management/other computer skills.
  • Experience in interpersonal relationships and/or customer service in a fast-paced work environment.

Responsibilities

  • Review development proposals and evaluate whether a project will comply with Maine’s environmental protection laws and regulations.
  • Analyze technical and scientific information.

  • Defend license decisions before legal and administrative bodies.
  • Lead project teams for complex, large, and/or controversial project proposals.
  • Supervise subordinate personnel (may be exercised).
