About The Position

The Environmental Inspector will be responsible for ensuring conformance of the works with the Environmental Management System (EMS) and contractual environmental requirements for the PTUS project. This encompasses daily oversight and coordination of environmental and contractual compliance across the pre-construction, procurement, and delivery phases.

Requirements

  • A diploma or a bachelor or advanced degree in an environmental related discipline (ecology/biology/environmental science) from a recognized post-secondary institution.
  • 3 – 5 years demonstrated environmental work experience.
  • Experience in all aspects of environmental monitoring and mitigation during roadway construction or construction of transit infrastructure (i.e. light rail transit, tunneling, etc.), specifically with respect to work in the application and correction of erosion and sedimentation control measures, reporting spills and the containment of effluent and dust during construction.
  • Knowledge of environmental legislation in Ontario.
  • Experience working in construction/infrastructure industry or related fields.
  • Experience in developing, implementing, monitoring, and tracking environmental practices and performance.
  • Excellent organizational skills, including the ability to effectively plan and prioritize workloads.
  • Ability to work independently while thriving in a collaborative, multi-disciplinary team setting.
  • Proficiency in handling complex situations and knowing when to escalate issues to higher authorities for resolution.
  • Capability to defuse tensions and manage conflicts calmly and professionally within project environments.
  • Strong interpersonal, written, and verbal communication skills.
  • Possession of a full and valid Ontario driver's license.

Nice To Haves

  • Prior experience in soil/ground quality, air quality, noise and vibration and environmental remediation is considered an asset.
  • Certification as a Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC), or have proven proficiency in observing, inspecting and reporting on the implementation of Erosion and Sediment Control Plans.
  • Previous experience with Environmental Management System Software Solution would be desirable.
  • Background in Geographic Information Systems (GIS) is an asset.
  • Prior experience dealing with Ministry of Natural Resources, Toronto & Region Conservation Authority (TRCA), Ministry of the Environment, Conservation and Parks would be considered as asset.
  • Familiarity with interpreting construction design related drawings is an asset.

Responsibilities

  • Conduct daily and weekly monitoring and inspections on all aspects of the Works in accordance with the Environmental Management System (EMS), and the requirements of various Environmental Management Plans (EMPs) and Permitting, Licencing, Agreement and Approvals (PLAA) during construction.
  • Complete daily and weekly reports related to environmental activities and compliance monitoring, as well as assist with monthly reports, and occurrence reporting (i.e. spill, incident, etc.).
  • Maintain logs of monitoring and inspection events, and trackers for spills, noise, vibration and air quality exceedances, monitoring wells, trees, deficiencies, etc.
  • Collect and track subcontractors environment and sustainability data including but not limited to fuel, waste, soil, water, construction materials, etc.
  • Coordinate with the PTUS Construction Teams, Subcontractors, Subject Matter Experts (SMEs) and other parties to execute the EMS and implement the required mitigations in accordance with the EMPs and PLAA.
  • Maintain environmental handheld equipment (i.e. noise, dust monitors), and conduct handheld readings on a regular basis, and as required for investigations or complaints.
  • Conduct regular inspections on stationary monitors (i.e. air, noise, vibration, etc.) and ensure that the monitors are functional.
  • Provide advice and recommendations for improving environmental protection and correcting any inefficient practices and/or issues of non-compliance.
  • Maintain a full understanding of the environmental requirements, including necessary permits and authorizations, Best Management Practices, and the requirements of the various Environmental Management Plans.
  • Foster close collaboration with project teams and subcontractors to address environmental issues in a practical manner.
  • Support the Environmental Team with coordination of daily activities including coordination with the design and construction teams to ensure that designs meet the requirements Schedule 17 – Environmental Obligations.
  • Create and present Environmental Management System (EMS) and Key Performance Indicator (KPI) progress reports to the project teams and subcontractors as required.
  • Participate in project meetings to coordinate, track and provide updates on environmental matters, progress, and address concerns related to environmental management.
  • Conduct site meetings, including environmental orientation and educational training to project site members.
  • Liaise with Environmental Manager, Environmental Compliance Officer, and regulatory/client inspectors as required.
  • Implement control measures to mitigate the impact on environmental values resulting from construction activities (i.e. exceedances).
  • Assist with troubleshooting and problem-solving as to the implementation of environmental controls and mitigations.
  • Perform other duties as assigned.
