About The Position

The Environmental Health, Safety & Emergency Preparedness Specialist is responsible for ensuring compliance, safety, and preparedness across the organization in an actionable manner. This role develops and implements policies and programs to proactively promote workplace safety, emergency readiness, regulatory compliance and overall organizational resilience. Develops and maintains emergency preparedness plans, conduct safety assessments risk assessments and rounds, chairs and/or assists in applicable local and network committees, collaborates with internal and external partners, leads training sessions, performs project risk assessments, keeps applicable permits in good standing, conducts audits and other means of checks and balances. Manages compliance with regulatory entities such as OSHA, NIMS, DNV, DHS, AHJ, EPA, ADEQ, Maricopa County, CMS as well as other federal and local entities. All Additional responsibilities will include coordinating local and occasionally network level regulatory derived safety committees, compiling and reporting on appropriate metrics and significant collaboration with internal and external partners. Continually analysis of data/metrics, results, potential forecasts to consistently improve policy practice to proactively minimize risk and enhance overall workplace safety and resilience.

Requirements

  • 4 years Minimum 4 years of experience in emergency management, Environmental Health & Safety, or a related field. Required
  • Bachelors or 4 years' work related experience Required
  • FEMA Incident Command System (ICS100) - Certificate ICS 100 certification Required
  • FEMA Incident Command System (ICS200) - Certificate ICS 200 certification Required
  • FEMA Incident Command System (ICS700) - Certificate ICS 700 certification Required
  • Drivers License (DL) - License Driver License Required

Nice To Haves

  • Masters in a complimentary field. Preferred
  • 5 years including work in a medical care setting or similar environment, with exposure to regulatory compliance, risk management, or safety programs. Preferred
  • DoT: Regulated Medical Waste - Certificate DOT certifications within One Year of Hire 1 Year Required
  • RCRA Hazardous Waste Generator - Certificate RCRA certifications within One Year of Hire 1 Year Required
  • FEMA Professional Development Series - Certificate Obtain PDS within One Year of Hire 1 Year Required
  • FEMA Advanced Professional Series - Certificate Obtain APS within One Year of Hire 1 Year Required
  • Certified Energy Manager Certification - Certification Certified Emergency Manager , Certified Safety Professional (CSP), ICS Instructor Certification, or prior Law Enforcement or Fire Experience Preferred

Responsibilities

  • Collaborate to engage peers, staff, local and network leaders, regulatory agencies as well as other external partners to develop and maintain cohesive emergency preparedness and environmental safety management plans.
  • Conduct extensive risk assessments and safety inspections to ensure compliance with all applicable regulatory partners.
  • Document findings in reporting systems, follow appropriate processes (i.e. putting in a ticket or a work order to applicable department), track corrective actions to close the loop and promote a safe and compliant physical environment.
  • Analyze safety and emergency data trends to identify improvement areas, training opportunities to uphold continual improvement.
  • Evaluate and integrate emerging tools and technologies to enhance safety and emergency preparedness initiatives as well as efficiencies.
  • Assess sites related to Business Impact Analysis (BIA) and make recommendations to expedite recovery.
  • Chair local Physical Environment & Safety subcommittee’s and may help co-chair as needed with the network Physical Environment & Safety Steering committee.
  • Develop, coordinate, and deliver comprehensive emergency management and safety/physical environment training programs tailored to various audiences, including staff, leaders, and external partners.
  • Implement the Incident Command System (ICS) in training and planning activities to ensure compliance with the National Incident Management System (NIMS).
  • Assist with Hazard/Threat Vulnerability Assessments (HVAs) and collaborate with local agencies, first responders, and community partners.
  • Utilize traditional and technology-driven training methods to maximize engagement and ensure compliance with regulatory standards.
  • Ensure all staff are familiar with the downtime documents used during IT interruptions.
  • Coordinate and conduct tabletop exercises, drills, and full-scale exercises.
  • Evaluate the outcomes of these exercises and update safety plans accordingly.
  • Participate in incident investigations, prepare After Action Reports (AARs), and recommend corrective actions to improve future response efforts.
  • Manage hazardous materials and universal waste programs, ensuring proper storage, labeling, containment, and disposal in accordance with ADEQ, EPA and other applicable regulatory bodies.
  • Coordinate business impact analyses to guarantee continuity of operations.
  • Maintain comprehensive documentation of emergency management and Environmental Health and Safety (EH&S) strategies, training activities, and compliance efforts.
  • Generate reports on emergency preparedness, safety audits, and risk mitigation measures.
  • Develop policy improvements related to emergency preparedness, workplace and physical environment safety.
  • Completes employee injury investigations.
  • Annually ensures updates to safety binders, A/B/C/D checklists and other appropriate documentation, deploy to all departments and help as needed.
  • Assist in managing code Orange’s and associated vendor partners.
  • Tracks and assists in city and state permitting/testing, such as air quality, waste water, RCRA, etc.
  • Support and participate in the development, navigation and strategy of project and situational permits.
  • Assist with administering and maintains documentation on permits to include permit applicability, compliance and completion.
  • Applicable Network template permits such as but not limited to; ALSM, LOTO, EEW, Hot Work, Crane safety, confined space, etc.
  • Conduct ergonomic assessments to identify and mitigate injuries in a proactive manner to enhancing workplace safety and efficiency.
  • Guide facility design and equipment selection to promote ergonomic best practices and ensure regulatory compliance.
  • Manage hazard communication, SDS’s and chemical inventories.
  • Executes new employee’s driver orientation.
  • Assists in Job Hazard Analysis.
  • Assist in Spill Prevention Control and Countermeasure plan (SPCC).
  • To ensure organizational compliance, actively engage in accreditation processes, such as ISO, DNV, and other industry standards.
  • Develop, monitor, and report key performance indicators (KPIs) for safety and emergency management to promote ongoing improvement efforts.
  • Performs other duties as assigned.
