About The Position

Responsible for oversight of the Northeast District environmental compliance program including the monitoring of transportation projects that must conform to air; water; hazardous waste; natural resources; wildlife and other environmental regulations. Prepare and submit maintenance work orders for environmental reviews and clearance. This position works under the supervision of a registered professional engineer. This position has the authority to make decisions within program guidelines and engineering standards/specifications. Responsible for the oversight of the Northeast District Vegetation Management including coordinating field projects; preparing and conducting noxious weed, hazard tree, recovery zone and other vegetation management to other ADOT organizations, federal, state, and tribal agencies, and general public. May be required to operate state vehicles in the course of state business.

Requirements

• Knowledge of Federal and state environmental laws, regulations, policies and processes
• Knowledge of Environmental management and process improvement
• Knowledge of Environmental compliance requirements for a transportation agency
• Knowledge of Transportation development; construction; maintenance and operation functions
• Knowledge of Various environmental permit processes
• Knowledge of Noxious and invasive species
• Knowledge of Herbicides including: mode of action, target species, application rates, and compatibility with other compounds, symptomatology, and application methods
• Skill in Analytical, interpretive, planning and organizational skills to understand environmental and cultural requirement and constraint
• Skill in Oral and written communication, including public speaking and testimony
• Skill in Negotiation and conflict resolution, in coordinating the activities of consultants and ADOT staff
• Skill in using Computers; to prepare correspondence, spreadsheet, presentations, mapping, schedules, etc.
• Skill in Training employees for vegetation management and environmental issues
• Skill in Management of materials inventory for vegetation management
• Ability to Provide guidance, counseling, coaching, mentoring, planning, organization and act as a team player
• Ability to Interpret and implement regulations relating to permits and other environmental requirements
• Ability to Effectively plan, organize and perform complex analytical environmental research involving multi-professional disciplines and processes
• Ability to Evaluate environmental site assessments, field evaluations and others special studies and documentation
• Ability to Become knowledgeable and apply all environmental compliance requirement to ADOT

• Ability to Interact at various organizational levels
• Obtain a certified applicator license through the Pest Management Division of the Arizona Department of Agriculture within 1 year of hire date.
• Must possess and retain a current, valid class-appropriate driver’s license.
• Must complete all required training and successfully pass all necessary driver’s license record checks.
• Must maintain acceptable driving records.
• Must complete all required driver training.
• Must maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11) if operating a personally owned vehicle on state business.
• Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

• As a member of the district leadership team, consults with and assists district leadership, professional project engineers, and senior technical field staff with a wide variety of complex environmental activities.
• Assist with the application of Best Management Practices oversee implementation.
• District subject matter expert for clarification & interpretation of a variety of environmental requirements involving review of encroachment permit applications, preparations and monitoring of environmental plan development (SWPPP and FPPP); conducting environmental site assessments reviewing clearance & oversight of compliance for construction & maintenance projects.
• Establish and maintain an information database consistent with the Environmental Planning guidance and compatible with the ADOT's Data Management/Warehouse System to include GIS database and maps.
• Ensure documented compliance reporting and monitoring are accomplished for environmental permits and programs.
