About The Position

The Indiana Department of Environmental Management (IDEM) is seeking an Environmental Engineer to review complicated air permit applications from a wide range of industries and issue different level air permit approvals. The role involves drafting these approvals, including conditions that are practically enforceable and ensure compliance with state and federal air pollution laws and regulations. This position requires attention to detail, a strong understanding of state and federal rules, and a commitment to delivering high-quality work. The Indiana Department of Environmental Management's mission is to implement federal and state regulations to protect human health and the environment while supporting environmentally sound operations vital to a prosperous economy. They achieve this by issuing air, water, and solid and hazardous waste permits, inspecting and monitoring regulated entities, providing compliance assistance, monitoring environmental quality, and responding to environmental incidents.

Requirements

  • Four (4) years of engineering work experience plus a bachelor's degree in Engineering from an accredited four-year college.
  • A combination of related work experience and accredited graduate training in Engineering may also be considered.
  • License to practice engineering in the State of Indiana may be considered in place of all the above requirements (Proof of licensure must accompany application).
  • Broad knowledge of the environmental sciences as they relate to air pollution and its control.
  • Excellent research, writing, mathematics, and technical skills for preparing accurate, clear, and thorough air permit documents and associated calculations.
  • Ability to establish long and short-term project management goals and objectives, and to plan and coordinate varied and changing operations to achieve those goals.
  • Ability to issue quality permits within established deadlines.
  • Ability to establish relationships with IDEM staff, U.S. Environmental Protection Agency staff, company representatives, consultants, and the public.
  • Effective communication, both orally and in writing.
  • Individuals should have the ability to perform essential functions with or without reasonable accommodation.
  • Apply a wide range of moderate to complex environmental rules, policies, and engineering principles to make technical decisions and provide recommendations.
  • Utilize an advanced range of existing technical data, complex regulations, guidelines, and policies to formulate decisions, solve problems, and provide technical support.

  • Evaluate solutions to comply with continuously evolving regulations.

Responsibilities

  • Review applications for Air permit approvals, including MSOP, FESOP, and Part 70 permits, as well as modifications, revisions, and amendments to these permits.
  • Draft permit approvals, including conditions that are practically enforceable and assure compliance with state and federal air pollution laws and regulations.
  • Research state and federal guidance related to permitting and air pollution laws and regulations.
  • Work with minimal direct supervision, following general instructions and consulting with the supervisor as needed.
  • Write all levels of permit approvals expeditiously and with minimal error or guidance.
  • Coordinate with the Compliance and Enforcement Branch regarding monitoring, testing, and enforcement.
  • Coordinate with other Office of Air Quality programs on projects and activities related to monitoring and modeling.
  • Work closely with staff and management to foster a positive work environment and promote employee development.
  • Respond to inquiries from citizens, regulated communities, environmental groups, attorneys, engineers, and government officials.
  • Provide prompt responses to the general public, consultants, contractors, government officials, and permit applicants.
