About The Position

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. The Bureau of Water and Sewer Operations (BWSO) is responsible for the operation, maintenance, and protection of the City’s drinking water and wastewater collection systems, the protection of adjacent waterways, and the development and protection of the Department’s Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections and oversees construction projects that could impact the City’s water or sewer systems. The Bureau of Water and Sewer Operations is seeking an Engineer in Charge who will manage the response to requests for remediation of failures in the City water and sewer systems through the use of emergency construction contracts and will oversee the procurement of these contracts for the emergency repair of water mains and sewers in the 5 boroughs. The section also oversees replacement and relocation of the City’s water and sewer facilities as part of larger construction projects performed by outside entities. Engineers liaise with other governmental and pseudo-governmental entities and agencies and private developers to coordinate private work in conjunction with work on City facilities. The EIC will manage a group of engineers assigned to oversee the work on the installation, modification, and repair of sewers and water mains and represent the unit and agency in connection with water and sewer related construction contracts for items such as oversight of contract budget, managing the influx of work orders for sewer and water main break repairs, managing the generation, updating, transmission, and storage of all information generated under the contracts, and monitoring the work to ensure timely completion.

Requirements

  • Must be either permanent in the Civil Service title of Environmental Engineer or have filed and passed the Civil Service Exam for Environmental Engineer (Exam No. 6056).
  • A valid New York State Professional Engineer License.
  • Four years of full-time experience in environmental engineering.
  • A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of the full-time experience in environmental engineering.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Level II or III).

Nice To Haves

  • Bachelor’s degree in engineering.
  • Minimum of 10 years of construction related experience, preferably with infrastructure such as water mains and sewers.
  • 3 years of which were in a supervisory capacity overseeing contracts and subordinates.
  • A good work ethic.
  • Willing to be vocal with contractors to make sure specifications are being followed.
