About The Position

Under general supervision, this position oversees the administration and management of the City’s water, water conservation, and wastewater educational and public information activities.

Requirements

  • Knowledge of proper English usage, including grammar, spelling punctuation, and vocabulary.
  • Knowledge of public relations and marketing principles and practices.
  • Knowledge of environmental laws, codes, regulations, policies, and procedures related to storm water, litter and illegal dumping.
  • Knowledge of research and data collection procedures, statistical analysis methods, and survey techniques.
  • Knowledge of program budget development and control techniques.
  • Knowledge of instruction techniques and lesson plan development.
  • Knowledge of procedures, methods, and techniques of recruiting and maintaining a volunteer program.
  • Knowledge of record keeping methods and procedures.
  • Knowledge of municipal government organization and function.
  • Skill in use of computers and computer software packages, including word processing, spreadsheet, presentation, and database applications.
  • Skill in communicating with other city employees and the public by oral and written means, including using clear and concise oral and written communication to prepare and present detailed and summary reports, educational exhibits, displays, marketing, public and professional presentation, informational brochures, marketing materials, and reports to diverse groups.
  • Skill in planning, developing, and coordinating public education programs and activities.
  • Ability to communicate technical and complex ideas to the lay person.
  • Ability to communicate both orally and in writing with diverse audiences.
  • Ability to perform intermediate mathematical computations.
  • Ability to conduct research, analyze data, and develop sound and well-supported conclusions and recommendations.
  • Ability to respond to requests and inquiries from general public.
  • Ability to establish and maintain effective working relationships and partnerships with those contacted in the course of work including city staff, other governmental agencies, the general public, service providers/contractors, and various stakeholder groups.
  • Ability to operate a motorized vehicle and drive in city traffic on a regular basis.
  • Ability to work outdoors.
  • Ability to work with little or no supervision.
  • Ability to receive detailed information through oral communication, and to make fine discriminations in sound.
  • Ability to perform a variety of physical skills including, but not limited to, seeing, sorting, carrying, calculating, typing, and writing.
  • Ability to operate a variety of office equipment including, but no limited to PC, PC projector, TV, telephone, fax, calculator, and copier.
  • Ability to lift or exert forces equivalent to up to 40 lbs.
  • Bachelor’s degree in natural resource management, environmental science, or related field, plus three (3) years experience directly related to a similar environment.
  • Experience must include one (1) year minimum in environmental storm water experience or regulations.
  • Possession of a valid Texas Operator's License, Class C.

Responsibilities

  • Coordinate development and implementation of public information and marketing programs, including providing technical information on environmental issues; ability to produce educational and communications materials in a variety of media; ability to develop and make presentations to technical audiences and other audiences that may include children, citizens, homeowners associations, city employees and professional organizations.
  • Develop, implement, and enforce management plans and ordinances related to environmental programs through coordination with city departments, regional partners, and other stakeholders; ability to ensure that internal city policies reflect best practices and comply with regulations; ability to interpret environmental regulations and evaluate alternative policies and practices, and to recommend and implement recommendations.
  • Plan, develop, implement, promote, and conduct environmental programs, which may include organizing volunteers, developing quantifiable measures and tracking success of individual programs, supplies, service contract development/management, and planning/organizing events and activities involving residents, business, government, and the news media.
  • Administer and manage program activities, including developing and maintaining monitoring systems and practices to measure and assess actual and desired public information and environmental program performance business plan goals; ability to develop and conduct public surveys and analyze the results to determine the effectiveness of a program; ability to prepare grant proposals and administer program budget.
  • Other duties as assigned.
