About The Position

Under general supervision, develops, implements, coordinates and maintains an environmental program for the City of Dallas, in accordance with the Federal, State, and local laws. Engages and communicates with the public, manages community partnerships, conducts presentations and community events, and effectively communicates programs to address environmental issues and impacts. Develops and manages environmental programs to ensure City of Dallas compliance with environmental laws. Research, updates, and adjusts systems, procedures, and equipment to address liabilities and meet evolving regulations.

Requirements

Bachelor's degree in architectural, engineering, geoscience, environmental or natural science field.
One (1) year of experience in managing environmental projects or programs, conducting internal or external environmental audits and/or researching and developing standards in environmental regulatory field.
Valid driver's license with good driving record.
Must pass background investigation. No Felony convictions. Cannot currently be on deferred adjudication for any Felony, Class A or Class B Misdemeanor.

Nice To Haves

Associate degree in a specified field and three (3) years of experience in any of the stated areas will meet education and experience requirements.
Associate degree (or higher) in a non-specified field four (4) years of experience in any of the stated areas will meet the education and experience requirements.
Master’s degree in the specified field will meet the education and experience requirements.
For Water Quality divisions, a Class D Water license from the Texas Commission on Environmental Quality (TCEQ) is required.
HAZWOPER certifications must be obtained within the probationary period for all spill response divisions.
Boater Certificate from Texas Parks and Water Department must be obtained for all Stormwater Neighborhood and Water Quality divisions.
For Stormwater Forestry division, a Certified Environmental Storm Water Compliance Professional license must be obtained within the probationary period.
ISO 14001 Environmental Management Systems certified programs
Investigation, remediation, mitigation (water/soil/air/climate)
Water quality (drinking/source) sampling and field analysis

Geo-spatial information system (GIS) data analyses

Responsibilities

Assists, supports, and participates in internal and external audits for the city’s EMS; prepares departments for audits by ensuring compliance with environmental regulations and the EMS ISO14001 requirements; assists with responses to audit findings and corrective actions.
Coordinates and performs tasks that focus on monitoring and meeting regulatory compliance, annual mandates for yard waste, litter and floatable, pesticides, herbicides and fertilizers, pet waste, general pollution and illicit discharges. Reviews Phase I and Phase II environmental site assessments, screenings, and risk assessments.
Develops, coordinates, and promotes various outreach programs to raise awareness and educate the public on new regulations, lessening human impact on environment, such as stormwater, conservation initiatives, waste management, environmental sustainability, and air pollution programs; communicates city programs and partners with the community to create collaboration and focus.
Assists with spill response and documentation by overseeing cleanup and ensuring spills are addressed per City of Dallas procedures.
Coordinates and facilitates website and social media content to support environmental programs, educate the public, and maintain an engaging, up-to-date online presence; consistently reviews web presence and social media engagement to remain engaging.
Assists with required environmental training and tracks the results of these trainings. Maintains a database of results for regulatory programs and prepares reports for submittal to state agencies.
Identifies needed areas of change and drives operational improvements by identifying gaps, recommending solutions, and measuring impact through data and feedback.
Provides project management and event planning.
Assists with continuous improvement projects as part of the city’s Environmental Management System that includes environmental and sustainability initiatives.
Performs other work as needed or assigned.
