Environmental Construction Manager II
About The Position
HGL is seeking an experienced Construction Manager II to support various environmental remediation projects across the United States. This role involves planning, initiating, and executing construction and environmental remediation projects for clients such as the USEPA, USACE, and NASA. Projects may include landfill remediation, demolition, mine-waste cleanup, in-situ thermal treatment, soil mixing, groundwater remediation, contaminated soil/sediment excavations, utility installation, and PFAS mitigation. The position requires approximately 25% travel to active project sites.
Requirements
- Minimum of 10 years’ experience serving in a construction management role (office or field) for environmental remediation projects.
- Strong working knowledge of CERCLA, RCRA, and OSHA regulations.
- Strong understanding of EM385-1-1.
- Excellent communication, organization, and team-building skills.
- Strong technical writing and project documentation experience.
- Ability to work in a fast-paced environment in a team-oriented setting to manage multiple activities with excellent attention to detail.
- Experience working on large project sites with contaminated soil, sediment, and groundwater subject to HAZWOPER regulations.
- Experience forecasting, scheduling, and staffing multiple concurrent projects.
- Proficiency in the Microsoft Office suite of software, specifically Excel, Word, and Project.

- Experience implementing the USACE 3-Phase Quality Control System.
- Experience managing USACE and EPA remediation construction projects.
- Experience with the USACE Resident Management System (RMS).
- Current certifications including: 40-hour HAZWOPER and 8-hour refresher; OSHA 30-hour Construction Training; USACE CQM-C; and first aid/CPR.
Responsibilities
- Coordinate with the Construction Director, Construction TSG management team and Project Managers to develop staffing plans and schedules.
- Travel to project sites (25-50%) during various work phases to kick-off work activities, train project personnel, and perform audits.
- Lead internal and external project meetings.
- Regularly interface with field personnel, project managers, technical staff, and clients to support all components of project work.
- Generate and review planning documents and subcontractor scopes of work.
- Generate and review project specifications and construction drawings.
- Procure materials, equipment, and subcontractor personnel.
- Identify and mitigate project risks relating to quality control and health and safety.
- Manage HGL Construction Team members as a Supervisor.
